Hazard Mitigation Plan – 2025 Update

The Lower Platte North Natural Resources District (LPNNRD) is requesting proposals from qualified applicants to lead the process of updating the Hazard Mitigation Plan (HMP) and a half day Threat and Hazard Identification and Risk Assessment (THIRA) workshop. Hazard Mitigation Plans must be updated every five years. The LPNNRD's latest update was approved in August 2020 and included 51 participating jurisdictions throughout the NRD and Butler, Dodge, and Saunders Counties as a whole. Interested parties should submit the following documentation, to be delivered electronically (via email or flash drive) AND one paper copy, to LPNNRD no later than October 26th, 2022 by 4:30 pm:

  • Statement of Qualifications - to include previous experience in HMP and THIRA, one to three web links to FEMA approved HMP you lead, one to three references of past clients, and vita for proposed staff to be involved. Please keep brief and concise.
  • Anticipated schedule - to include your flexibility based on community's meeting schedules, buffers for unforeseen circumstances, and how much time you are allowing for State and FEMA plan review and revisions (if necessary).
  • Scope of Work to include:
    • Preparation of application for funding of the HMP updated and THIRA workshop plan to NEMA under the FY2022 BRIC grant for LPNNRD submittal. Deadline is mid-December 2022.
    • Details regarding proposed stakeholder engagement and outreach process with current participants and potential new participants.
    • Details regarding proposed plan review process with stakeholders.
    • Details regarding assistance to stakeholders for final plan adoption.
    • Brief updates at LPNNRD Projects Committee and Board Meeting if requested.
    • Proposal regarding a half day THIRA workshop physically located in either Butler, Dodge, or Saunders County with all regional partners invited. Briefly explain how you will integrate a THIRA workshop into the HMP process and when (month and year) you proposed to hold the workshop.
  • Deliverables - to include four hard copies and an electronic copy of the FEMA-approved hazard mitigation plan, and a summary report of THIRA process findings.
  • Estimated cost to complete the project. Cost must be detailed as follows:
    • Estimated cost to complete the HMP update.
    • Estimated cost for both the HMP update and THIRA workshop sub-project.

The LPNRD intends to select an applicant at its regularly scheduled Board of Directors meeting on November 14th, 2022, based off proposal evaluations from the County Emergency Managers, NRD staff, and NRD Projects Committee members. The LPNNRD reserves the right to reject any and all proposals, waive minor irregularities in proposals, and/or accept the proposal deemed most beneficial to LPNNRD's interest. This RFP in no way obligates LPNNRD to enter into any contract for goods or services until such time as written agreement between parties is signed by each parties designated representative.
