The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified consultants, vendors, or firms (hereinafter "Consultants") to assist WAMPO with the development of the 2050 Metropolitan Transportation Plan for the region (MTP 2050). The last MTP was completed and adopted in June 2020 (REIMAGINED MOVE 2040). Federal regulations require MPOs to update their MTP every five years, meaning MTP 2050 needs to be completed and adopted by June 2025.

WAMPO has developed a Plan Advisory Committee (PAC) to help guide this process. It was approved by the WAMPO Transportation Policy Body (TPB) at their December 13, 2022, meeting. WAMPO will form a Roundtable of interested residents who will meet publicly to involve the public throughout the plan development process. Rather than having members of the public on the PAC, this Roundtable process will allow members of the public to learn about the planning process and then provide input.

The Consultant will assist WAMPO in the MTP planning process by:

• Developing a Project Management Plan.
• Assisting in the development of the Public Participation Plan for the MTP 2050 process.
• Establishing a strategy for gaining meaningful and inclusive public engagement.
• Identifying local connections and influencers who could encourage public participation in the MTP planning process.
• Developing various graphical elements (infographics, illustrations, etc.) to help convey the MTP 2050 planning process to the public. The graphical elements could be used in posters, in social media posts, in the plan, itself, or in other mediums the Consultant will help create.
• Creating at least two videos and 2D and 3D visualizations of the planning scenarios.
• Developing a conceptual project-cost-estimate tool that WAMPO jurisdictions may utilize (the jurisdictions will have the option to use their own methodology if they desire).
• Developing project scoring criteria and gathering associated data needed for project evaluation. Then develop a scoring model and assist WAMPO in scoring the projects.
• Assist WAMPO in developing our Transportation System Performance Measures report and webpage.
• Develop a map template and provide advanced map making analysis as needed.
• Develop scenarios and visual communication tools to convey their meanings.
• Provide miscellaneous assistance through August 2025.
