The City of Carrollton is soliciting any planning and consulting firms or teams' qualifications for a preliminary proposal to provide services for an update to the Downtown Master Plan. The objective is to develop an innovative community-owned, and adaptive master plan providing goals, policies and a vision for Downtown Carrollton and the Belt Line Road Corridor. The Downtown Master Plan should maintain a sustainable traditional downtown form-base in and around the historic square, evaluate land use compatibility, examine parcels for redevelopment potential, provide land acquisition and assembly strategies, analyze and refresh form-based guidelines throughout the study area, appraise parking and vehicular access conditions and develop a plan of action considering pedestrian, biking, and other modes of non-motorized travel. A community vision should be developed and overseen by City Council, Transit Oriented Development Committee, Planning and Zoning Commission, and city staff including contributions from various stakeholders or any committees that may be formed as part of the study.
Carrollton is a vibrant community in the Dallas-Fort Worth Metroplex that incorporates approximately 37 square miles. The City is crossed by three major highways (IH-35E, SH-121/Sam Rayburn Tollway, President George Bush Turnpike), served by four major commercial freight railroads and the Dallas Area Rapid Transit (DART) Green Line light rail passenger service and soon to be opened Silver Line commuter rail service. A business-friendly city, Carrollton ranks among the top cities in the region in job creation, total new development square footage and the number of new and expanded businesses and is north Dallas County's only foreign trade zone. The Dallas-Fort Worth Airport, the third busiest in the world, is located just 10 miles west of Carrollton.
According to the North Central Texas Council of Governments, Carrollton's 2022 population estimate is 135,110. The City has excellent public schools, 1,200 acres of park land and two medical centers. The 2020 Census data provided a median household income of $82,345, well above the national average. In 2015, American City & County Magazine honored the City of Carrollton with a Crown Community Award for its dynamic efforts to develop the city as a model community for Suburban Dallas. The study area for the update is located within Downtown Carrollton, west side of Interstate-35E (I-35E) and along Belt Line Road, between I-35E and Josey Lane, referred to as the "Principal Study Area" (See Illustration 1), encompassing the Historic Downtown Square and DART Green and Silver Line Stations. Additional study areas include "Adjacent Transitional Area" tracts or neighborhoods abutting the Principal Study Area (See Illustration 2).
