The Charleston Special Area Plan is a component of the City of Las Vegas 2050 Master Plan, a plan adopted by the Las Vegas City Council on June 2021. The 2050 Master Plan has identified sixteen areas of the city which encompass neighborhoods, district and nodes of various parts of the City; while the 2050 Master Plan is general, a special area plan is intended to be specific. Charleston is located primarily within Ward 1 (currently represented by Councilman Brian Knudsen) and Ward 3 (currently represented by Councilwoman Olivia Diaz) and is comprised of both the City's earliest inner-ring suburbs and new suburban neighborhoods. This area has high potential for transit-oriented development and new place types along multiple corridors with the introduction of high capacity transit over the next thirty years.
The Charleston Special Area Plan will provide the City and community an opportunity to address key implementation strategies, working directly with the community on specific needs, creating cohesion and fostering diversity in this sector. Within the 2050 Master Plan, key implementation strategies include:
- Land Use and Development: Balance historic neighborhood significance with development pressures along the corridor and support transit-oriented development along major corridors, especially the Charleston Heights, Alta/Rancho, Spanish Oaks, Meadows, and Westleigh neighborhoods. Consideration should also be given to key opportunity sites, including Meadows Mall, CSN Charleston, and the I-15 frontage between Sahara and Desert Inn.
- Services and Facilities: Explore additional city facilities such as public safety (fire) and recreational centers in the southern area.
- Parks and Open Space: Develop more civic and green spaces district-wide.
- Workforce and Education: Address school overcrowding, which is expected to increase with the addition of high capacity transit, and potential employment hubs and opportunity sites.
- Transportation: Improve aging infrastructure and make complete streets improvements. Develop high capacity transit along Charleston and Decatur Blvd. corridors as well as rapid bus along Jones Blvd. and Sahara Ave. corridors. Construct roadway improvements along the I-15 corridor. Assess feasibility of trail outlays.
