INTRODUCTION
The City of Loma Linda is seeking proposals from qualified and experienced professional firms (Consultant) to provide independent plan check, permitting, and building inspection services for the Building Department, as well as plan check services for the Engineering Department on an as-needed basis. The contract shall have an original term of two (2) years and may be extended for three (3) two-year periods with consent of both the Consultant and the City.
CURRENT SERVICES
Currently, the Building Inspector's counter hours are from 8:00am to 10:00am, Monday through Thursday. The remainder of the work day is dedicated to site inspections. On Friday, the Building Inspector is in the office from 8:00am to 10:00am, but the office is closed to the public. The remainder of the work day is dedicated to site inspections. There are typically 5 to 10 inspections per day. Approximately 600 to 700 building permits are issued every year.
The Consultant receives a set percentage of the building plan check and inspection fees that are collected by the Building Department. Compensation for engineering services and civil plan review is determined on an hourly rate for time and materials.
GENERAL SCOPE OF SERVICES
In general, the firm will need to provide the following:
1. Provide one in-house contract staff for the Building Department to be compensated by a set percentage of the building plan check and inspection fees. Requested services could include:
- Intake and routing of all plans that require plan check
- Issue permits using the City's permitting software system
- Plan check review at the front-counter of minor projects such as pool permits or sign permits
- Provide project reports outlining findings, corrections, and/or recommendations
- Collaborating with city staff and applicants to address any issues and ensure compliance
- Conduct on-site inspections for both residential and non-residential projects
2. Plan check services (civil plan review) for the Engineering Department on an as-needed basis to be compensated at an hourly rate for time and materials. Projects would be of moderate to complex in nature and could include services for:
- Tract Maps, Parcel Maps, Final Maps/plats and all items necessary for a recordable document
- Exhibits required for lot line adjustments
- Benchmark and monument preservation and/or establishment
- Grading and/or off-site improvement plans
- All items necessary for a final bid set
3. Access to a certified Building Official to be available on an as-needed basis to answer questions, inspect properties, and provide information on items requiring a high level of building and safety expertise.
The final scope of services will be based on the Consultant's approach to the request and will be negotiated with the firm selected and will be included in the services agreement. If the Consultant has an issue with a particular work item, a reason for the concern shall be stated in the proposal and an alternate scope of work item shall be provided. Consultants can submit a proposal for one service; both are not required.
PROPOSAL REQUIREMENTS
Response to this Request for Proposal (RFP) must include the following:
- A statement about the firm that describes its experience as well as its competencies in the area of plan checking and inspections.
- Identification of the lead professional and of each professional who will perform the day-to-day work including resumes of all professionals who will be involved in the work. If the proposal involves a joint venture or subcontractors, identify the firm(s) and describe related experience working on a multi-firm team.
- A statement regarding the anticipated approach for this request, and a scope of work outlining and describing the main tasks and work products.
- Information about the availability of all professionals who will be involved.
- Cost proposal containing the hourly rates and any minimum charges for each person who will be involved in the work. Any agreed option will included a negotiated cost proposal.
- Other material may be attached as deemed appropriate by the applicant that most closely fit the scope of work. A proposal may include any or all of the scope of work services.
