Livable Centers Initiative Impact Report

The Atlanta Regional Commission (ARC) is seeking proposals from firms or teams of firms to document the 25th anniversary of the LCI program through the creation of a 25 Year LCI Impact Report. One of ARC's most successful and public facing programs is the Livable Centers Initiative (LCI). Since its inception in 1999, the LCI Program has provided $23 million in funding to 131 local communities and Community Improvement Districts (CIDs) to create plans and implementation studies that promote walkable, sustainable communities throughout the metro Atlanta region. In addition, the program has provided over $301 million for design, engineering, and construction of 143 LCI transportation projects.

Qualified firms should have a general familiarity with the LCI Program and extensive experience in the following areas:

  • Data gathering from a variety of sources, including those which may not be readily available to the public and/or are proprietary in nature;
  • Data analysis to determine program effectiveness, areas in need of improvement, and future direction/priorities;
  • Stakeholder engagement and survey creation;
  • Graphic illustrations;
  • Document layout and design; and
  • Technical and narrative writing.

ARC intends to award an initial contract or contracts with an anticipated budget of $200,000. Any contract award for this report is contingent upon ARC receiving adequate funding for this purpose from the Georgia Department of Transportation (GDOT). ARC reserves the right to award all or part of the available funds for this project.

ARC anticipates that a contract will be awarded in early January 2024, with the requirements that all work be completed within 12 months after Notice to Proceed. All references to years in this RFP are to calendar years beginning January 1 and ending December 31, unless otherwise noted. The successful Consultant should be prepared to begin work immediately upon receipt of a Notice to Proceed.

It is the policy of ARC that certified DBE organizations (49 CFR Part 26) have the maximum opportunity to participate, either as contractors or as subcontractors, in the performance of Commission contracts to the extent practical and consistent with the efficient performance of the contract. For the purposes of this RFP, ARC can only recognize DBE certifications issued by the Metropolitan Atlanta Rapid Transit Authority and the Georgia Department of Transportation. Additional information should not be required to respond to this RFP. However, technical questions should be submitted in writing to Lauren Blaszyk no later than 4:00 pm on Tuesday, November 7, 2023. Written questions should be mailed to the address provided above or submitted by email to LBlaszyk@atlantaregional.org. All questions received, and responses to those questions, will be posted on the ARC website by 4:00 pm on Tuesday, November 14, 2023.

ARC must receive one (1) hard copy and one (1) copy in digital format, either in Microsoft Word or PDF format, no later than 4:00 pm ET on Thursday, November 30, 2023. Proposals shall not exceed a total of 25 pages (8.5 x 11), inclusive of resumes and firm experience. Covers, end sheets and an introductory letter shall not count against these maximums. Font size shall be a minimum of 10 point in all cases.

If interviews are necessary, the short-listed firms will be invited to participate in an interview process with an evaluation committee, tentatively to be scheduled early December 2023. ARC reserves the right to award this contract based on initial proposals received without formal interviews and to award all or part of this project to one or more firms.
