The National Capital Planning Commission (NCPC) in Washington, DC is seeking consultant services to prepare A New Pennsylvania Avenue Plan for the 1.2-mile corridor between the White House and US Capitol, the adjoining 40 acres of public space, and the adjacent blocks and intersecting streets.

Federal and local stakeholders agree on a new vision to transform the corridor into an inspiring public space destination for the city and the country, offering an unforgettable visitor experience, a venue for spectacular events, a vibrant amenity for city living, and a place for communal joy.

The New Pennsylvania Avenue Plan will be developed through two coordinated RFPs:

  • The first RFP was released in September and focused on the Implementation Program, including economic analysis, business case, stewardship, and public space and event programming.
  • The second RFP, the subject of this announcement, focuses on the Public Space Master Plan and Concept Design, including tasks related to the physical design of the right-of-way, parks, building yards, and infrastructure. It will be developed in coordination with and based on findings from Phase 1, and in compliance with the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), and Agency approvals.
  • Deadline: Friday, March 1, 2024 at 12pm Eastern Time

The two consultant teams will closely collaborate to prepare the New Pennsylvania Avenue Plan that aspires to capitalize on the unique and iconic attributes of this special public space to elevate its national profile, enhance the economic competitiveness and improve the quality of life in the nation's capital.
