The City of Sioux Falls is South Dakota's largest community (2023 City end-of-year estimate of 213,891) located in the SE corner of the state. Over the past twenty years, the City has seen consistent growth that's increased the size of the community. As the City looks to the future, the City of Sioux Falls is preparing to amend the Shape Sioux Falls 2040 Comprehensive Development Plan (first adopted in 2009 and amended in 2016) to prepare for the next 25 years of development. This reimagining of the comprehensive plan is an important step as the City prepares to establish the groundwork for new 50,000 to 100,000 residents during this time. As the process moves forward, the following will already be developed and able to be publicly presented but not necessarily a part of this RFP; general goals, utility master plans, land use consumption, land use types, Downtown plan, engineering design standards, and zoning forms.

The main goals of this RFP are to build off the work already accomplished in 2009 to help guide the public discussion on guiding principles, evaluate current trends for the community, reimage the current Chapter 5 – Shape Places, and help update and condense other chapters to provide a final document that resembles the current City priorities and is more appealing for the public consumption and distribution. This RFP is not a complete rewrite of the current plan but rather an update on the data, policies, format, and planning period of the current plan.

The City looks forward to receiving, reviewing, selecting, and working with a consultant on this project that will help both update the comprehensive plan and make it more accessible to the public. The City of Sioux Falls, SD, requests competitive sealed proposals for a Shape Sioux Falls 2040 Comprehensive Development Plan Update.

To participate, you must be registered as a vendor in Bonfire. Register at siouxfalls.bonfirehub.com by selecting "New Vendor Registration" under the login tab. After you have registered, navigate to the Open Public Opportunities tab to view this Request for Proposal. Proposals will be electronically submitted through Bonfire and will be received by Bonfire not later than 2 p.m., Central time, March 14, 2024. Immediately thereafter, the bids will be publicly opened but not read at 3 p.m., Central time, City Hall, 224 W. 9th St., Sioux Falls, SD 57104.
