The City of Champaign, IL is pleased to issue this Request for Qualifications (RFQ) to conduct a market and development analysis for the 2026 Downtown Plan.

The market analysis will include community and neighborhood demographic trends, demand for and utilization of housing, retail and office space, and seek to understand vacancy of ground floor and upper floor building space downtown.

The development analysis will take existing planning documents and public input gathered by City staff to propose development recommendations in the Downtown Study Area.

The consultant will evaluate barriers facing those types of developments at opportunity sites identified by City staff. The consultant will summarize these barriers, propose solutions to overcome them, and present a final report with an implementation outline for elected officials and the general public.
