The State of Vermont Seeks Bold Thinkers and Doers to Develop a Pre-Permitted Statewide Plan Set for ADUs and Missing Middle Homes

The Vermont Department of Housing and Community Development (DHCD) is offering a unique, high-impact opportunity to help tackle the state's housing shortage. We're seeking a visionary firm or expert team with experience in architecture, offsite construction, land use planning, and small-scale rural development.

The selected bidder will develop a Vermont-specific design and pre-permitted construction plan set for "missing middle" homes — helping homeowners, small developers, and municipalities deliver more housing in compact, walkable neighborhoods. This project builds on the Homes for All initiative and includes exploring how communities can become "Development-Ready" to boost housing production.

This project is more than a design challenge — it's a chance to shape policy, support local action, and expand access to housing in underserved areas.
