Rincon is experiencing steady growth and there is a need for a forward-thinking, yet grounded Master Plan that respects the City's heritage while preparing for future opportunities and challenges. Rincon's Comprehensive Plan and Unified Development Ordinance were both updated in 2024.

The selected consultant will work closely with City leadership, stakeholders, and residents to produce a Master Plan that includes, but is not limited to community visioning, demographic and economic analysis, land use and growth management, transportation and mobility, housing, parks, recreation and open space, infrastructure and utilities and economic development. Deliverables include a Draft Master Plan and Executive Summary, a Final Master Plan, presentations to City Council and the Planning and Zoning Board and the preparation of public engagement materials. The Master Plan shall be completed and ready for acceptance in 6 – 9 months.
