Okanogan County is seeking qualified consultants to provide professional services to conduct a comprehensive Economic Impact Study on the cannabis industry within the county. The intent of this RFQ is to identify a consultant with the expertise and experience necessary to analyze, evaluate, and report on the economic contributions, challenges, and future potential of the cannabis sector in Okanogan County, Washington.
I. Introduction and Background
Okanogan County has observed significant growth and evolution in its local cannabis industry in recent years. This sector's expansion has prompted public interest and policy discussions regarding its broader economic footprint, including its effects on employment, tax revenues, ancillary businesses, and the overall local economy.
To make informed, data-driven decisions regarding future policy and resource allocation, the Board of County Commissioners seeks a thorough, impartial, and methodologically sound economic impact study of the cannabis industry as it currently exists and as it may develop in the coming years.
II. Purpose and Objectives
The purpose of this RFQ is to identify and enter into contract with a consultant or consulting firm capable of delivering a detailed Economic Impact Study. Key objectives include:
- Quantifying the direct, indirect, and induced economic contributions of the cannabis industry in Okanogan County.
- Assessing employment, wage, and workforce development impacts related to the sector.
- Estimating the effect on county and municipal tax revenues.
- Analyzing impacts on related industries (e.g., agriculture, retail, logistics, tourism, real estate).
- Identifying potential positive and negative externalities associated with the cannabis sector.
- Providing recommendations for economic development, regulatory policy, and investment strategies.
III. Scope of Work
The selected consultant will be expected to:
- Review available literature and previous economic studies relevant to cannabis industries both within Washington State and in comparable regions.
- Analyze local data on cannabis production, processing, distribution, and retail, including both licensed and ancillary businesses.
- Conduct stakeholder interviews and/or focus groups, including local business owners, workforce representatives, government officials, and community members.
- Compile and interpret employment, wage, tax, and sales data related to the industry, including but not limited to job titles, types and wages.
- Assess supply chain and multiplier effects on other local industries.
- Identify gaps in current data and propose methodologies to address them.
- Deliver a comprehensive written report with clear findings, data visualizations, and actionable recommendations.
- Present study findings at a public meeting of the Board of County Commissioners and be available for further discussions as needed.
IV. Consultant Qualifications
Interested consultants or firms must demonstrate:
- Proven experience conducting economic impact studies, preferably within the cannabis or similar regulated industries.
- Expertise in economic modeling, data analysis, and quantitative/qualitative research methods.
- Strong communication and presentation skills.
- Familiarity with the regulatory, social, and market contexts of cannabis in Washington State is highly desirable.
- Ability to work effectively with public agencies, elected officials, and diverse stakeholders.
V. Submission Requirements

VI. Evaluation Criteria
Submissions will be evaluated based on the following criteria:
- Depth and relevance of experience with economic impact studies.
- Understanding of cannabis industry dynamics and related policy issues.
- Clarity and feasibility of proposed approach and methodology.
- Qualifications and availability of assigned personnel.
- Quality of previous work and client references.
- Cost-effectiveness and clarity of proposed fee structure.

- Submissions Due: August 29, 2025
- Evaluation and Consultant Selection: September 4, 2025
- Anticipated Contract Award: September 8, 2025

X. General Conditions
- Okanogan County reserves the right to reject any or all submissions, to waive any irregularities or informalities, and to select the consultant that best meets the County's needs and interests.
- Participation in this RFQ process does not obligate the County to award a contract or pay any costs incurred in the preparation of materials.
- The selected consultant will be required to enter into a formal agreement with Okanogan County, which will set forth the terms, conditions, and scope of work.
- All submissions become public records and may be disclosed as required under Washington State law.
