CITY OF BROKEN ARROW, OKLAHOMA
1. INVITATION & SUMMARY
The City of Broken Arrow, Oklahoma is seeking a response to this Request for Qualifications (RFQ) from qualified firm/s interested in providing professional services needed to assist city staff with the preparation of the Main Street Master Plan. The Study will concentrate on the area along Main Street, from Kenosha Street to Washington Street. The principal study area will include the two (2) square miles from the north boundary of Kenosha Street (71st Street), the south boundary of Washington Street (91st Street), the east boundary of Lynn Lane (9th Street) and the west boundary of Elm Place (161st Street). The area south of Washington Street should be considered along one mile of 1st Place, south to New Orleans Street (101st Street). Washinton Street, from Elm Place to Lynn Lane will also be considered. Additionally, this study will also review development along Main Street from Houston Street to Kenosha Street to evaluate how development has transpired since the last downtown master plan.
This document is intended to be used as the instrument to request qualifications and to establish the contract conditions and specifications desired by the City of Broken Arrow.
2. BROKEN ARROW: BACKGROUND
Located in northeast Oklahoma, Broken Arrow is the fourth largest city in the state, with an estimated population of approximately 124,000 people spread out over 67 square miles. From 2010 to 2020, the city grew by almost 15%, making it one of the fastest growing Cities in Oklahoma. Broken Arrow is also home to the third largest manufacturing hub in the state, with many employees working in the energy sector.
Residents in the City of Broken Arrow enjoy a high quality of life, characterized by low crime, high performing schools, affordable housing and easy access to many parks and recreational facilities. The city fosters a sense of community by sponsoring festivals and events each year, including Rooster Days, a robust farmers market, and musical performances in the park, with destination attractions in the Rose District, the Performing Arts Center, Bass Pro Shops, Stoney Creek Conference Center, and more.
The city adopted the Downtown Master Plan in July 2005, which resulted in the successful award-winning Rose District Development. In March 2025, the city adopted the Housing & Demographic Study (Hitting the Target 2025 – 2040, available on the City's website)
On July 1, 2025, the City's new updated Zoning Ordinance took effect.
3. REQUEST FOR QUALIFICATIONS (RFQ) OBJECTIVES
The City of Broken Arrow seeks to retain a professional planning consulting firm that has substantial relevant experience in developing and drafting land use, open space and design regulations. This plan should complement the Downtown Master Plan (2005), the Downtown Overlay District Plan (2018), as well as the Broken Arrow NEXT Comprehensive Plan (2019).
It is the goal of the City of Broken Arrow to complete this Master Plan within 12 months, with the help of a consulting firm based on the following:
- Phase 1: Review & Establish Study Area Boundary. This task will be completed with the assistance of City Staff.
- Phase 2: Coordinate and establish goals for this Study. This task includes analyses of the existing Downtown Master Plan, the Downtown Residential Overlay District, the Housing & Demographic Study, Living Green Program, GO Plan, Old Town Engineering and Planning Report, Economic Development Corporation Entrepreneurial Report, GIS Stop Control Intersection Map, as well as the recently adopted Zoning Ordinance.
- Phase 3. The city will form a Citizen Advisory Committee for this project. Consultants and Staff to attend meetings.
- Phase 4. Input from the Citizen Advisory Committee.
- Phase 5. Public meetings and survey.
- Phase 5. Periodic meetings with the Citizen Advisory Committee, the Planning Commission and City Council.
4. SUBMISSION

It is suggested that the RFQ document, contain no more than ten (10) to twelve (12) pages.
Due Date: Submissions must be received electronically by 12:00pm CST on Friday October 10, 2025.
5. ESTIMATED PROJECT SCHEDULE
Issue RFQ: August 25, 2025
If necessary, a remote/virtual meeting may be scheduled to review the scope of the project: September 24, 2025, 10am-11am CST
Submissions Due: October 10, 2025, at 12pm CST
Anticipated Selection: Firms should anticipate follow up interview and possible presentation requests. City will negotiate with firm/s to prepare a contract for scope of services.
Contract Award:Upon City Council approval (estimated November 4, 2025).
Project Timeline:12 months or by December 31, 2026.

6. MINIMUM CONTENT OF SUBMITTAL
Interested firms shall limit their Qualifications Submittal to a maximum of ten (10) to twelve (12) pages and are required to submit the following information:
Letter of interest indicating the unique features of the organization and project team that makes the team well-suited to undertake the project.
Organizational chart of the project team including identification of project manager, professional support staff, principal in charge, and sub-consultant/contractor relationships.
Project Approach narrative that defines the methods and means by which the proposing firm will perform the services, highlighting innovative elements and knowledge of the area and recently adopted plans. Include a timeline and project schedule with key milestones identified.
Statements of qualifications and resumes for project team members with specific mention of related projects including specific knowledge and experience.
Demonstrated record of completing similar projects on schedule and within budget, including reference and contacts.
7. SELECTION PROCESS
- Selection of Consultant – The consultant team selected will be the consultant team whose vision, would be the most advantageous to the city as determined by the city. In no particular order, the evaluation criteria includes but is not limited to:
- Project team qualifications & experience;
- Consultant's ability to produce effective visuals to explain development regulations;
- Understanding of the City of Broken Arrow's strengths, weaknesses, opportunities and desired vision.
- Skills in presenting and educating.
- Capacity for the consultant team to draft plans that are compatible with today's technology and easy-to-use platforms.
- Experience & knowledge of techniques in developing community consensus.
- Scope of work approach.
- Review Process
- A Selection Committee may be formed to evaluate RFQ Submittals.
- The Selection Committee will schedule any necessary interviews.
- Respondents may be invited to be interviewed for the purposes of clarification or discussion of the Qualifications Submittal.
- Upon successful completion of preliminary negotiations with the selected firm(s), contract preparation will commence.
- Miscellaneous
- This RFQ is a solicitation and not an offer to contract. The City reserves the right to issue clarifications and other directives concerning this RFQ to require clarification or further information with respect to any Qualification Submittals received, and to determine the final scope and terms of any contract for services, and whether to enter any contract or not. The provisions herein are solely for the fiscal responsibility of the City and confer no rights, duties or entitlements to any proposer. A written agreement for services will be required between the City and successful proposer.
- The City retains the right to reject any or all Qualifications Submittals and to re-solicit if deemed to be in the best interest of the City.
