Shelby County, on behalf of the Memphis Urban Area MPO, seeks qualified firms to provide on-call modeling services that support the Regional Transportation Plan (RTP), Transportation Improvement Program (TIP), and related planning activities across a bi-state region. Core work includes air-quality analysis using EPA’s latest MOVES, travel demand modeling with TransCAD®, and support for the MPO's land-use scenario model (CommunityViz or comparable).

The selected consultant will lead regional conformity analyses to demonstrate RTP/TIP compliance with NAAQS, prepare thorough documentation that meets Interagency Consultation (IAC) requirements, and provide responsive technical assistance and training to MPO staff. Typical tasks include model maintenance and applications; highway and transit network coding; trip generation, distribution, mode choice, and assignment; socio-economic data preparation and review. All modeling updates or changes must follow the TDOT Modeling Procedures Manual for MPOs, with consultation from MDOT for Mississippi projects.
