Noise, Open Space/Conservation, and Safety Element Update

The City of El Centro Community Development Department is requesting proposals from qualified consultants to update the Noise, Open Space/Conservation, and Safety Elements of the General Plan. The update aims to protect residents from excessive noise, preserve parks and natural resources, and strengthen preparedness for emergencies and natural hazards. The project will also include preparing environmental documentation consistent with the California Environmental Quality Act.

Proposal Submission Requirements

The proposal must be received by the Community Development Department, Planning & Zoning Division by 5:00 p.m. on October 15, 2025. Submittals shall be in Adobe Portable Document format (.pdf) and sent via email to ecplanning@cityofelcentro.org and label the subject line "Noise, Open Space/Conservation, and Safety Element". Files greater than 25MB must be sent via link as they exceed our server limit. The complete RFP can be found at:
