Delaware State Housing Authority (DSHA) is accepting proposals from qualified consultants to provide technical assistance to municipalities as part of a pilot program established by the Delaware General Assembly via Senate Joint Resolution (SJR) 8 in June 2025. The goal is to solicit proposals from qualified consultants to propose a methodology, timeline, budget, and other necessary steps to deliver the work outlined in the scope of work identified as part of this solicitation.

SJR 8 directs DSHA to create a pilot program to support local reform efforts by providing technical assistance to interested municipalities to modernize their zoning and land use codes, with the goals of encouraging a greater variety of housing types, promoting compact, mixed-use development, and addressing housing affordability challenges.

Participation in the pilot is entirely voluntary, and municipalities will be able to select one or more strategies they are interested in implementing from a menu of zoning and land use reforms. The technical assistance provider will work directly with each municipality to assist in the development and implementation of the selected reforms.
