General Information
The City of Gridley invites proposals from qualified consultants to prepare an update to the City's General Plan Safety Element. The Safety Element is a critical component of the City's General Plan and must be updated to comply with State law, address local conditions, and promote community resilience. The Safety Element will identify policies, programs, and actions to reduce risks associated with seismic hazards, flooding, wildfires, climate change, hazardous materials, emergency response, and other public safety concerns. The consultant selected will update the Safety Element to comply with Government Code sections 65302(g) and 65302.15, integrate recent State mandates, and reflect best practices for hazard mitigation and emergency preparedness.
The Safety Element update must also ensure internal consistency with the City's Housing Element, Land Use Element, and other General Plan components, and must be coordinated with the Butte County Local Hazard Mitigation Plan, Cal Fire, Butte County, and other applicable agencies.

Background
State law requires each local government to adopt a Safety Element as part of its General Plan. Updates must address fire hazard severity zones, climate adaptation and resiliency, evacuation routes, and critical infrastructure. The City's existing Safety Element requires a comprehensive update to incorporate current risk factors and recent legislative requirements, including Senate Bill 1241 (2012), Senate Bill 379 (2015), Senate Bill 1035 (2018), and Assembly Bill 747 (2019).
Project Description
The City seeks to complete and adopt the updated Safety Element in 2026. The update will:
- Evaluate existing hazards and risks to the City of Gridley.
- Incorporate State guidance and local hazard mitigation planning.
- Address evacuation constraints and emergency response capabilities.
- Incorporate climate adaptation and resiliency strategies.
- Provide policy direction to reduce risks from wildfires, flooding, earthquakes, hazardous materials, and other hazards.
- Ensure General Plan consistency and alignment with other City policies.
Scope of Services
The consultant will be responsible for:
- Hazard Assessment – Update the City's risk profile for earthquakes, floods, wildfires, hazardous materials, climate impacts, and other hazards, using the most recent scientific data and State resources (e.g., Cal OES, Cal Fire, FEMA).
- Regulatory Compliance – Ensure the Safety Element complies with Government Code sections 65302(g) and 65302.15 and integrates requirements from recent State legislation
- Integration with Other Plans – Coordinate with the City's Housing Element, Land Use Element, Butte County Local Hazard Mitigation Plan, and emergency management plans.
- Community and Agency Engagement – Facilitate stakeholder meetings, public workshops, and inter-agency coordination with Butte County, Cal Fire, and other relevant agencies.
- Policy Development – Draft goals, policies, and implementation measures that promote hazard mitigation, evacuation planning, resiliency, and public safety.
- Environmental Review – Prepare and process CEQA documentation, as required.
- Public Hearings – Attend Planning Commission and City Council meetings for adoption of the updated Safety Element.
Proposal Content
- Introduction: Cover letter and summary of qualifications.
- Work Scope and Schedule: Detailed discussion of tasks, deliverables, and timeline.
- Qualifications and Personnel: Description of firm expertise, staff resumes, and comparable project experience.
- References: At least three completed projects of a similar nature, preferably in California.
- Additional Data: Optional supporting information (limit five pages).
