The City of Plymouth, Minnesota is soliciting proposals for consulting services for development and adoption of a new city-wide comprehensive plan. The consultant is expected to lead an extensive, inclusive, and innovative community engagement process, develop a new comprehensive plan that builds on the City Councils adopted Strategic Priorities with prioritized implementation steps to achieve a viable, sustainable, diverse and inclusive city, and guide successful adoption of the plan by the City Council.

Plymouth is a 35.3-square mile suburb located 12 miles west of Minneapolis in Hennepin County. Plymouth is nationally recognized as a thriving community offering an excellent quality of life, extensive trails and parks, quality housing and neighborhoods, highly regarded school districts, and innovative companies and industries. Boasting Minnesota's fourth largest economy, the city is home to an established commercial industrial base, thriving manufacturing, med-tech, and healthcare sectors. According to the 2020 census, the city's population was 81,026 persons. Plymouth is a landlocked community that continues to experience growth via innovation and redevelopment.
