PROPOSAL REQUEST

The Town of Truckee Public Works Department Transit Division (Town) is soliciting proposals from responsive and responsible firms (Proposers) that specialize in providing operations for public transit services within the United States as outlined below:

Primary Contract

Selected Proposer will enter into a contract with the Town of Truckee to provide up to three (3) different services for a base period of five (5) years with two (2) one (1) year options for a potential total of seven (7) years: Tahoe Truckee Area Regional Transit (TART) Truckee Local fixed-route service; Truckee TART Dial a Ride Americans with Disabilities Act (ADA) and non-ADA paratransit services; and Truckee TART Connect microtransit service. All interested Proposers must submit proposals inclusive of all three (3) mentioned programs to be considered "responsive."

Optional Contract

In addition to Primary Contract outlined above, Proposer may choose to also submit proposal to enter into a contract with Placer County for a base period of five (5) years with two (2) one (1) year options for a potential of seven (7) years to be known as services to the consumer: Placer County Tahoe Truckee Area Regional Transit Americans with Disabilities Act service (Placer TART ADA Service).

Overview of Current Services

The Town's current contractor for the Truckee TART Local fixed-route and Dial a Ride General Public and ADA services, as well as the Placer ADA service, is Paratransit Services, Inc. The Town's current contractor for the Truckee TART Connect microtransit is Truckee Downtowner, LLC. This request for proposals (RFP) model seeks a single Proposer becoming the sole Contractor for all operations in Truckee, with the optional contract to provide Placer ADA service that would be contracted directly between Proposer and Placer County. Proposers should be aware that staffing in the Truckee — North Lake Tahoe region can be challenging, specifically for transit. Proposers are expected to apply due diligence and research the region's cost of living, workforce, wages, and housing as well as operating environment as it relates to topography, weather conditions, and seasonality of demand, etc. Do not request this information from Town, rather Proposer is directed to conduct its own research as to inform their proposal and associated costs.

In addition to seeking responsive and responsible Proposers, the Town welcomes Proposers that can demonstrate efficient, effective, and creative operations, including thoughtful analyses and use of data and operating functionalities. The Town expects the successful Proposer to regularly make recommendations on how to improve the provision of services, overall, seasonally, and in discrete increments, as well as explore potential opportunities to modernize the service to meet the expectations of today's customers, who are residents, second homeowners, and visitors.

It is the intent of the Town with this procurement to meet or accomplish the following objectives to improve the current service:

  1. Increase shared ride efficiencies on paratransit and microtransit services.
  2. Increase connections between microtransit and fixed-route services.]
  3. Reduce deadhead and other unproductive time and mileage.
  4. Develop partnerships with other transportation modes.
  5. Achieve and maintain reliable wait times for microtransit and on-time performance for fixed route without compromising safety and customer experience.
  6. Be exemplary stewards of Town assets and facilities as to serve the public in the most efficient and safest manner by maintaining the highest of industry standards.

The Town is seeking proposals that demonstrate a thorough understanding of cost analysis regarding fixed-route and on-demand services efficiency and effectiveness. The Town is also looking for Proposers that can both recommend and demonstrate the capability to successfully design and implement innovative approaches to, and strategies for providing the three (3) types of services, and the optional Placer ADA service.
