INTRODUCTION

The Montgomery County Land Reutilization Corporation, doing business as Montgomery County Land Bank (MCLB), is a nonprofit organization with public authority that works to eliminate blight and encourage redevelopment in Montgomery County, Ohio communities. We promote the rehabilitation and reuse of vacant, abandoned, and distressed properties through a variety of programs that provide solutions by turning liabilities into viable, marketable assets and returning them to the tax roll.

MCLB was established in 2011 and is led by a seven-member board of directors, including two county commissioners, the county treasurer and representatives from the largest city and a township with a population of more than 10,000, in addition to two local real estate experts. With eleven staff members, the organization manages five primary service areas: demolition, housing development, brownfield remediation, commercial development, and planning grants.

STATEMENT OF WORK

Objective

MCLB, through this Request for Qualifications/Proposals (RFQ/P), is seeking qualified firms to provide planning services to support a $1,200,000 United States Environmental Protection Agency (USEPA) Brownfields Coalition Assessment Grant ("Coalition Assessment Grant") which began October 1, 2025, and ends September 30, 2029. This RFQ/P has been prepared in accordance with MCLB's Procurement Policies and Procedures dated May 1, 2014, and updated November 18, 2025; as well as all applicable local, state and federal regulations including 2 CFR Parts 200.317-327.

General Background

MCLB has become a champion for brownfield revitalization in Montgomery County. Our strategy is to assist our jurisdictions with brownfield challenges and revitalize those communities that are underserved and disadvantaged. Through implementation of a Fiscal Year 2022 USEPA Community-Wide Brownfield Assessment grant and 12 Ohio Department of Development Brownfield grants, we have made great progress and gained invaluable experience. It is our intention to continue that progress through implementation of this Coalition Assessment Grant.

For this Coalition Assessment Grant, MCLB has partnered with the City of Riverside and Five Rivers MetroParks, however, MCLB is the lead entity. Coalition Assessment Grant activities will focus on the Cities of Dayton and Riverside but will also be performed in other communities throughout Montgomery County.

MCLB has engaged two Qualified Environmental Professionals (QEPs) to complete environmental assessment activities and remediation plans which will constitute approximately 70% of Coalition Assessment Grant funds. MCLB intends to select one highly qualified firm to conduct the reuse planning activities which will comprise approximately 30% (approximately $360,000) of Coalition Assessment Grant funds.

Firms responding to this RFQ/P will be evaluated based on the criteria identified below (Section 4). Interviews and References will be used to make a final selection.

Scope

We hope to establish a strong partnership with the selected firm. While we list out a potential scope of services below, we expect to establish individual scopes for each property selected in consultation with the selected firm to ensure we maximize grant funding and ensure each property's specific context, community, and redevelopment scenario drive the planning process.

Important notes regarding scope:

  1. It is anticipated that the selected firm would be engaged to complete 4 site-specific reuse plans (to include conceptual redevelopment and investment plans) and develop 2 areawide plans for strategic area-wide development of neighborhoods or corridors (to include design charrettes with project stakeholders for sustainable solutions during strategic planning activities).
  2. The selected firm will be expected to enter into a Master Services Agreement with MCLB for the life of the grant (through September 30, 2029). As needed throughout the term of the Agreement, MCLB and the selected firm will utilize Work Orders to set forth in detail the services to be provided, the schedule and compensation for the particular service.
  3. All services must be performed in compliance with Cooperative Agreement No: BF01E03222 between USEPA and MCLB; all applicable federal, state, and local laws; and all rules, regulations, and orders governing receipt and use of public funds.
  4. The selected contractor will be subject to federal contract requirements, where applicable.
  5. Selected contractors will be required to maintain minimum insurance requirements (see Attachment A) and name MCLB as an additional insured.

The selected firm may be requested to conduct any of the following activities:

  • Develop site-specific reuse plans for brownfield sites including:
    • Market study and feasibility analysis for potential future use(s)
    • Multiple site plans illustrating development options for each selected site which take into consideration environmental realities of the property
    • Conceptual illustrative renderings rooted in zoning and contextual realities of appropriate massing and scale for suggested development
    • Recommendations for additional analysis or studies that may be needed to advance development such as traffic impact reports, financial analysis, etc.
  • Facilitate community outreach activities as needed to enhance and fulfill grant activities.
  • Develop areawide plans for strategic development of neighborhoods or corridors.
  • Conduct design charrettes with project stakeholders for sustainable solutions during strategic planning activities.
  • Provide monthly project progress reports, invoices and budget tracking spreadsheets.

SUBMISSION REQUIREMENTS

SUBMISSION SHOULD FOLLOW THE ORGANIZATION PRESENTED BELOW.

Submissions shall be limited to 15 pages excluding attachments and be in pdf format. The following are the required components of a successful submission:

  1. Cover Letter
    • Primary contact information
    • Brief summary of contractor's qualifications highlighting capabilities
    • Signature of authorized representative
  2. Firm Identification and Background Information
    • Firm's name, postal address, website address, and main contact information
    • Ohio and Federal Tax I.D. numbers
    • The firm's legal formation (e.g., corporation, sole proprietor, etc.) and state of incorporation, if applicable
    • A concise history of the firm, its main partners/officers and largest shareholder
  3. Qualifications and Experience of the Firm (present clearly and concisely)
    • Project Understanding and Approach: Describe the firm's approach to executing the planning portion of the grant project, including timeline management and budget tracking strategies. Indicate what makes your firm uniquely qualified to assist MCLB in successfully implementing planning-related grant activities.
    • Planning Project Experience: Provide descriptions of 5 relevant projects completed within the last 3 years. Project examples should include those involving the development of site-specific reuse plans, area wide plans, and/or design charrettes. Highlight Community Engagement strategies and success stories.
    • Describe any of the following specific experiences:
      • Brownfield redevelopment: Indicate planning experience at brownfield sites.
      • Local Area Experience: Describe experience with similar projects in Montgomery County.
      • Grant Project Experience: Describe any experience with federal grants including reporting requirements
  4. Personnel
    • Identify the Project Manager who will be assigned to the contract.
    • Provide an organization chart identifying key personnel who will implement this project.
    • Provide personnel name, title, role specific to this project, labor rate, experience, education, certifications, and a brief summary of relevant experience (further details may be included in attached resumes).
    • Provide resumes for key personnel (no more than 10)
  5. Cost
    • Provide hourly billable rates by title - ONLY those who will implement this project
    • Cost Control – describe two examples of how the firm attempts to control costs
    • Complete attached Cost Proposal Form (Attachment D)
  6. References
    • Include at least three clients for whom the firm has provided similar services in the past three years. Provide the company name, client contact name, telephone number, and an email address for each of the clients, with a brief description of the services provided.
    • Indicate if your firm has previously conducted planning services for MCLB, Five Rivers MetroParks and/or City of Riverside. Provide contact information and brief project details.
  7. Required Documents
    • Resumes of key employees (no more than 10)
    • Proof of Insurance: General Liability, Automobile Liability, Employers' Liability, Professional Liability, Errors and Omissions, and any other pertinent policies of insurance in place (see Attachment A)
    • Certificate of Ohio Worker's Compensation
    • W-9 tax form
    • Non-collusion Affidavit (Attachment B)
    • Political Contribution Affidavit (Attachment C)
    • Business Certification, if applicable: (DBE, MBE, WBE, SBE)

SELECTION CRITERIA

A submission will not be considered in the following circumstances:

  • Submission is incomplete
  • Submission is received after the deadline

MCLB may conduct interviews (virtual or in person) and check references of the highest scoring firms to select the top firm.

MCLB reserves the right to reject any or all submissions, to waive any irregularities in a submission, or to accept the submission(s) which in the sole judgment of MCLB, is in the best interest of the MCLB. MCLB reserves the right to select the successful contractor once all submissions are received, without seeking further information for clarification. All supporting materials and documentation must be included in the submission. The responsibility for timely delivery lies solely with the proposer. MCLB will not review submissions prior to the submission deadline.

LEGAL AND ADMINISTRATIVE PROVISIONS

The MCLB does not guarantee that any contract will be awarded because of this Request. If a contract award is made but the contract is not executed, the MCLB does not guarantee that the contract will be re-awarded.

The MCLB reserves the right to reject any and all submissions, to waive any irregularities in a submission, or to accept the submission(s) which in the judgment of proper officials, is in the MCLB's best interest. The MCLB reserves the right to accept a part or parts of a submission. The MCLB reserves the right to approve or reject any sub-contractors proposed for work under this submission or waive any minor irregularities at the MCLB's sole discretion.

Upon identifying a potential contractor, the MCLB reserves the right to negotiate with selected respondents and may cancel the RFQ/P process at any time at the MCLB's sole discretion.

Compliance Requirements

The successful respondent must maintain all required insurance, provide proof of relevant certifications, comply with all local, state, and federal law, including all relevant standards, orders, and regulations, and submit to background checks if required.

Confidentiality and Proprietary Information

All submitted materials become property of MCLB. Proprietary information must be clearly marked. Confidential treatment is not guaranteed.

CONTRACT TERMS

Contract Duration

Contract period: October 1, 2025, through September 30, 2029, with the ability to extend, if mutually agreed upon.

Payment Terms

Invoicing will be monthly. Payment will be made within 30 days of invoice receipt and is contingent upon satisfactory completion of deliverables.
