Fair Oaks Recreation and Park District (FORPD) is seeking proposals from qualified consultants or consultant teams to prepare a comprehensive Parks and Recreation Master Plan that will help guide the District's future decision-making related to parks, facilities, recreation amenities, programs, community services, capital improvements, and long-range priorities.

The Master Plan is intended to serve as a practical and community-driven roadmap for the District. It should evaluate current conditions, identify existing and future community needs, and establish clear, achievable priorities for implementation over time. The selected consultant will be expected to provide a thoughtful planning process that reflects industry best practices while being tailored to the unique character, needs, and expectations of the Fair Oaks community.

FORPD is looking for a consultant team with demonstrated experience in parks and recreation planning, public engagement, community needs assessment, and implementation strategy development. Experience working with public agencies, special districts, and community-based planning efforts is highly desirable. The District welcomes proposals from multidisciplinary teams that may include expertise in planning, landscape architecture, recreation services, parks and facilities assessment, community engagement, and related disciplines.

The Master Plan is expected to include, at a minimum, the following elements:

  • Review of existing District parks, facilities, recreation assets, and services
  • Assessment of current conditions, opportunities, and constraints
  • Evaluation of community demographics, recreation trends, and service needs
  • Robust public outreach and stakeholder engagement process
  • Identification of unmet needs, gaps in service, and future opportunities
  • Prioritization of capital improvements, amenities, and programmatic needs
  • Consideration of accessibility, inclusion, connectivity, and equitable service delivery
  • Development of implementation strategies, phasing, and potential funding considerations

The District is seeking a planning process that is both technically sound and highly accessible to the public. Community engagement will be a central component of this work. The selected consultant should be prepared to lead a meaningful outreach effort that may include stakeholder interviews, community meetings or workshops, surveys, focus groups, presentations, and other tools designed to gather broad and useful input. The District values a process that is transparent, inclusive, and effective in reaching a diverse cross-section of residents, user groups, community partners, and other stakeholders.

The final Master Plan should be written in a clear, professional, and user-friendly format that can serve both as a technical planning document and as a practical guide for the Board, staff, and the public. The District anticipates that the plan will help inform future policy decisions, budget development, capital planning, grant pursuits, partnership opportunities, and overall strategic direction for parks and recreation services.

The selected consultant will be expected to work collaboratively with District staff and provide regular communication throughout the project. The consultant should also be prepared to present findings and recommendations at public meetings and/or Board meetings as needed during the course of the project.

The District is particularly interested in receiving proposals from firms that can demonstrate the ability to:

  • Conduct high-quality and well-organized public engagement
  • Translate community input and technical analysis into realistic recommendations
  • Balance long-range vision with practical implementation steps
  • Prepare clear, visually effective, and decision-ready planning documents
  • Work successfully with public agencies in an open and collaborative manner
