The Town of Zebulon is seeking qualified consulting firms to prepare three targeted small area plans to guide redevelopment, infrastructure investment, and private-sector reinvestment in strategic locations across the community, with a focus on delivering practical, market-supported, implementation-ready strategies.

Zebulon is experiencing rapid growth and transition from a small town to a small city. This effort is intended to move beyond conceptual planning and produce implementation-ready plans that align land use, infrastructure, market realities, and fiscal sustainability.

The selected consultant will develop plans for:

• Downtown Zebulon
• Wakefield Area
• West Gannon Avenue
