1. Introduction
Sublette County, Wyoming  is seeking Statement of Qualifications from consulting firms interested in assisting Sublette County with a Comprehensive Plan Refresh and Zoning and Development Regulation Updates. The County's current Comprehensive Plan was adopted in 2003 and continues to serve as an important policy document. At this time, the County does not anticipate a complete rewrite of the Comprehensive Plan. Rather, the County seeks to evaluate opportunities to refresh, modernize, and update the existing plan to reflect current conditions, community priorities, and emerging issues while retaining relevant portions of the existing document.
Likewise, the County's Zoning and Development Regulations have been amended periodically over time and would benefit from review, modernization, reorganization, and targeted updates. The County attempted to update the regulations between 2022-2025, however regulations were not adopted. A multitude of public comment was received during this time.
The County would like for this project to be completed within an 18-month time period.
Once Statement of Qualifications are submitted, Sublette County will develop a short list of consultants. These consultants will then be provided additional information specific to the project and be invited to provide a cost proposal, detailed scope of work, proposed approach to the project, and to attend an in-person interview. Following the interviews the County may select a consultant and then work with that consultant to formalize an agreement with Sublette County.

2. Project Background

Sublette County is a rural county in western Wyoming characterized by agricultural operations, public lands, recreation, tourism, energy development, and significant natural resources.
The Comprehensive Plan was adopted in 2003 and has not undergone an update since adoption. While many elements remain relevant, the Planning and Zoning Commission

and Board of County Commissioners believe the document would benefit from a refresh to address current conditions, updated goals and policies, and emerging issues.
The Zoning and Development Regulations have been amended periodically over time. Recent updates have included Short-Term Rental regulations and Wireless Telecommunications Facility regulations.
Additional regulatory topics have been identified for consideration, such as:
• Sign regulations and right-of-way coordination
• Statutory consistency and cross-reference cleanup
• Definitions
• Subdivision procedures and standards
• Conditional use and discretionary review processes
• Workforce and employee housing
• Renewable energy facilities
• Data centers and emerging industrial uses
• Mineral extraction and gravel operations
• Public notice requirements
• Enforcement and compliance provisions
• Rural residential development patterns
• Wildlife habitat and migration corridor considerations
• Septic permitting coordination
• Incorporation of established interpretations and administrative practices where appropriate
The County recognizes that additional topics may warrant consideration and is interested in consultant recommendations regarding emerging issues, regulatory gaps, and future trends that may impact Sublette County.
