The City of Canadian, Texas is seeking Statements of Qualifications and Technical Proposals from qualified professional planning firms, consultant teams, or individuals to provide Comprehensive Plan Development and Implementation Services.

The selected consultant will assist the City with updating its 2016 Comprehensive Plan into a practical, community-driven, and implementation-focused planning document. The project is expected to address land use and growth management, housing and neighborhood preservation, workforce housing and apartment development, infrastructure and capital improvement planning, downtown revitalization, economic development, entrepreneurial development, remote workforce recruitment, tourism, TIRZ strategy, public facilities, parks and recreation, code enforcement, urban blight, zoning/subdivision modernization, public engagement, and intergovernmental/community partnership coordination.

The City is especially interested in a consultant or consultant team that can provide meaningful implementation support rather than simply delivering a final plan. The final product should be useful to City Council, staff, boards, residents, businesses, and community partners when making future decisions regarding budgeting, grant opportunities, capital projects, development policy, infrastructure investment, and long-term community priorities.

Written questions are due by email to citymanager@cityofcanadiantexas.com no later than September 15, 2026, at 2:00 p.m. Central Time. The City anticipates issuing a final addendum by September 22, 2026.

Proposals must be physically received at Canadian City Hall by October 1, 2026, at 2:00 p.m. Central Time. Proposals may be delivered in person, by mail, or by courier. Email submissions will not be accepted.
