OAHU METROPOLITAN PLANNING ORGANIZATION

(Exempt, Non-Civil Service Position*)

SALARY RANGE: $80,000 to $124,000 per year, based on experience and qualifications

DUTIES: The Executive Director is appointed by the Policy Board, and is responsible for the conduct and administration of the multimodal 3-C (Continuous, Coordinated, and Comprehensive) Planning Process. The Executive Director is also responsible for those matters of administration assigned to the position in the Administrative Supplemental Agreement with the Hawaii Department of Transportation (HDOT). At a minimum, the Executive Director shall be responsible for day-to-day supervision and management of the OahuMPO staff; recruiting and hiring staff to fill positions authorized by the Policy Board; fiscal management, including procurement of goods and services consistent with 2 CFR 200; implementation of policy; direction, coordination, and oversight of activities within the purview of the OahuMPO.  Specific duties shall include, but shall not necessarily be limited to:

  • Coordinating the development and maintenance of the Oahu Regional Transportation Plan, Transportation Improvement Program, and Overall Work Program;
  • Providing information and analyses to the State Legislature, the City & County Executive Departments, the transit Board, the City Council, and other appropriate authorities regarding the 3-C Planning Process;
  • Reviewing plans from participating agencies and analyzing them for inconsistencies with the Oahu Regional Transportation Plan;
  • Cooperating and coordinating with the HDOT in the statewide transportation planning program;
  • Developing recommendations, based upon federal transportation planning regulations and guidelines, and upon any direction that may be provided by the Policy Board;
  • Obtain requisite data and update and maintain the Travel Demand Forecasting Model.

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet all the requirements for the position as of the date of the application.  Calculation of experience must be based on full-time, 40-hour work weeks.  Part-time experience must be pro-rated.  For example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year.  Also, hours worked in excess of 40 hours/week should not be counted.

Basic Education:Bachelor’s Degree in Urban and Regional Planning, Engineering or related field and five (5) years of regional transportation planning experience.  Master’s Degree in Urban and Regional Planning or related field preferred.

Specialized Experience: Three years of senior management or supervisory experience.  MPO experience is highly desirable, as is a history of collaboration with elected officials.

Substitutions Allowed: A master’s degree in the fields of traffic engineering, transportation planning and/or engineering, or mathematics may be substituted for one (1) year of professional planning work experience.

DESIRED QUALIFICATIONS:

  • Professional certification from the American Institute of Certified Planners, the Institute of Transportation Engineers, or an equivalent organization;
  • Knowledge of federal planning requirements. Working knowledge of Microsoft Word, Excel, PowerPoint, Access, and Outlook;
  • Knowledge of business and management principles involved in strategic planning, leadership, and coordination of people and resources;
  • Knowledge of laws, legal codes, regulations, agency rules as applied to transportation planning in the State of Hawaii and City & County of Honolulu;
  • Knowledge and ability to prepare budgets and provide fiscal analysis and responsibility;
  • Knowledge of the theories, principles and practices of transportation planning for political jurisdictions;
  • Considerable knowledge of recent trends and literature in the field of transportation planning;
  • Strong leadership and managerial skills, to include team building, mediation and motivational skills;
  • Strong written and oral communication skills, to include public speaking skills and the ability to develop effective proposals;
  • Ability to establish and maintain effective working relationships with local, state and federal governments, other government agencies, and other partners in the planning process;
  • Ability to effectively communicate and provide outreach to the public and private stakeholders;
  • Ability to manage multiple projects simultaneously and keep projects on track and on budget;
  • Skill in the use of standard office computer equipment and software applications.

VERIFICATION REQUIREMENT: Applicant must submit evidence of his/her education via submittal of an official transcript.  A certified copy of your transcript, which shows the embossed seal of the educational institution, must be submitted in order to be given credit.  Copies will not be returned.  Transcript must be received by the filing deadline at the OahuMPO office.
