CITY OF CARMEL, INDIANA

POSITION TITLE: PLANNER II/ARCHITECTURAL PLANS EXAMINER

DEPARTMENT: COMMUNITY SERVICES

REPORTS TO: PLANNER I

FLSA STATUS: NON-EXEMPT

Purpose of Position:

  • The purpose of this position is to perform professional work functions associated with review of architectural and construction plans for design accuracy and completeness in conjunction with development petitions, building permit reviews and construction inspections.

Essential Job Functions:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Using various resources, including electronic, reviews detailed architectural drawings and construction site plans for completeness, accuracy, and consistency with building and site design plans approved by City Council, Plan Commission, Redevelopment Commission, Board of Zoning Appeals and DOCS staff.
  • Coordinates daily work activities with Building Safety and Planning and Zoning personnel.
  • Works daily with contractors, owners, and developers to ensure approved plans and permits comply with Unified Development Ordinance (UDO) and City Code, Comprehensive Plan policies and Department plan review and documentation procedures; makes recommendations or initiates actions necessary to correct deviations or violations.
  • Performs plan reviews in a timely and professional manner and coordinates with City departments and other agencies involved in the plan review process.
  • Responds to inquiries regarding the status of a plan review, furnishes the requested information or refers to appropriate person for resolution.
  • Monitors status of construction to ensure compliance; inspects ongoing and completed work on site; troubleshoots problem situations as needed.
  • Provides education, information, advice and technical assistance to coworkers and City Officials, citizens, petitioners, owners, developers, and contractors regarding land use, building architecture and site design, environmental and transportation planning issues and objectives.
  • Researches and creates zoning compliance letters.
  • May present project reports, work activity, issues, findings, etc. to the Plan Commission, Board of Zoning Appeals, City Council, and other committees.
  • Responsible for maintaining and updating Department website content
  • Serves on various committees as assigned by the Director
  • Processes new petitions through various software applications
  • Creates petition correspondence, meeting agendas, and fulfills public notice requirements
  • Manages applications and calendars for Plan Commission and Board of Zoning Appeals

Knowledge, Skills & Abilities Required to Perform Essential Job Functions:

  • Thorough knowledge of procedures for the review of architectural and site construction plans.
  • Thorough knowledge of the common terminology associated with the architectural and engineering professions.
  • Thorough knowledge of the common architectural styles and associated design elements
  • Ability to communicate effectively in the English language both orally and in written form.
  • Ability to utilize a wide variety of reference, advisory, and consulting design data to complete plan reviews.
  • Ability to exercise discretion in identifying and selecting from alternative courses of action.
  • Ability to use a computer and have basic technical skills, as well as ability to learn new software programs to perform essential job functions.
  • Ability to research past projects, historic information, periodicals and resources from other communities for information, actions, and solutions related to current projects.
  • Analyzes maps and reference materials as necessary.
  • Ability to organize and prioritize workload, which requires time management skills to maintain job productivity and efficiency.
  • Ability to perform addition, subtraction, multiplication, and division, and to calculate decimals, percentages, and fractions; may include ability to perform mathematical operations involving basic algebraic and geometric principles and formulas.
  • Ability to exert moderate physical effort, typically involving some combination of stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing and/or pulling of objects and materials weighing 12-20 pounds.
  • Essential functions are regularly performed with occasional exposure to adverse environmental conditions.

Qualifications Required to Perform Essential Job Functions:

  • Bachelor's degree in Urban Planning or related field.
  • One (1) to three (3) years' experience that includes plan review or the creation of plans
  • Or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position.
