GENERAL DESCRIPTION OF DUTIES:

The purpose of this classification is to administer, coordinate, and implement land development code and comprehensive planning programs through building permit review, planning petition processing, and public presentations and responses to the public for zoning information. Employees in this position assist the Planning Director with all facets of City planning initiatives, such as transportation, land use and regulations, neighborhood redevelopment, natural resources, and housing programs.

Key Responsibilities:

  • Supervises and coordinates daily work activities of assigned staff or co-workers; organizes tasks in order to complete assigned work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and policies; processes and reports employee problems and provides input on disciplinary action and employee performance evaluations; acts as a liaison between employees and management.
  • Assists in the development of the City's annual Comprehensive Plan amendment cycle, to include preparation of staff reports, City Council executive summaries, and City ordinances.
  • Reviews Comprehensive Plan amendments, to include preparation of staff reports, summaries, and ordinances, and meeting with applicants/attorneys as applicable.
  • Prepares schedules for level of service reporting, to include providing background information to departments and reviewing reports submitted by department heads; prepares subsequent staff reports, executive summaries, and ordinances; forwards reports and ordinances to the State.
  • Administers the City's Comprehensive Plan updates, to include establishing work plans, staff assignments, and plan content and format; reviews applicable State law for compliance.
  • Prepares agendas and presents plans to the Planning Advisory Board and City Council.
  • Functions as disaster preparedness coordinator for the planning division.
  • Administers neighborhood plans, to include establishing work plans, meeting formats, and plan formats; prepares neighborhood plans; reviews plans and progress.
  • Provides review and analysis of various reports, studies, and other forms of documentation to gain information, develop recommendations, determine compliance, and apply to City planning functions.
  • Compiles data and assimilates such into various reports and records for documentation and presentation purposes, accountability, and future reference, i.e., impact studies, population data and analysis, maps, diagrams.
  • Reviews and processes applications for zoning changes, conditional use petitions, variances, and other current planning petitions.
  • Ensures adherence to established department calendar in meeting task deadlines for the Planning Advisory Board, Staff Action Committee, City Council and other committee/board initiatives.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, PowerPoint, Excel, ArcGIS, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Communicates with City officials, supervisor, other employees, architects, engineers, and other design professionals, contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Attends and participates in various meetings relevant to design and plan review, planning and zoning, utilities construction, and other City planning and development initiatives.
  • Maintains current knowledge of trends and developments in municipal planning, development, and growth management, Naples Code of Ordinances, various State statutes, parking and trip generation standards of the ITE (Institute of Transportation Engineers), and other administrative codes relevant to planning.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Planning, Urban and Regional Development or related field; supplemented by five (5) years progressively responsible planning experience for a municipal or public sector organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
  • Must possess and maintain a valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards.
  • American Institute of Certified Planners (AICP) certification preferred.

OTHER REQUIREMENTS:

The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.
