MPO ADMINISTRATOR:

The City of Burlington, North Carolina is currently seeking candidates for the position of MPO Administrator. The position is a Division Supervisor within the Burlington Department of Transportation and will supervise a Transportation Planner. The candidate will lead and provide technical and professional transportation planning assistance to the Burlington Graham Metropolitan Planning Organization (BGMPO) and the City of Burlington. The BGMPO includes local and regional transit agencies and twelve local governments located in Alamance, Guilford and Orange Counties.

This position conducts, coordinates, prepares, presents and participates in transportation planning and long term and short term multimodal comprehensive transportation plans for the BGMPO and the City of Burlington. Managing consultant contracts, grant compliance and financial reporting for the BGMPO are also included. The position will support and provide technical assistance to the BGMPO boards and committees. Bicycle, pedestrian and greenway planning and other related work focused on ensuring that transportation facilities are appropriately planned and implemented.

Requires excellent oral and written communication skills and perform with a high degree of accuracy; exceptional presentation skills; leadership and consensus building skills; attendance at evening and weekend meetings. The employee must maintain good working relationships with NCDOT, FTA and MPO partners as well as local government officials. The position requires an advanced level of familiarity with Microsoft Office and GIS software programs. The position requires some travel within the state and excellent project management skills.

Duties include (but are not limited to) the following tasks:

Preparation of the Metropolitan Transportation Improvement Program (TIP) and Metropolitan Transportation Plan (MTP) amendments and updates and assists with development of the Comprehensive Transportation Plan (CTP) and special studies. Development, project management and general oversight of infrastructure improvement projects, including corridor studies and short-range planning efforts.

Maintenance and monitoring of Transportation Safety Plan and achieving safety performance targets of the multi-modal transportation network improvements and initiatives,

Coordinates with regional partners to implement and monitor the MPO's congestion management process (CMAQ and CRP) and development of initiatives that improve the transportation system's resiliency and environmental sustainability through carbon pollution reduction and climate action.

Develops agendas and facilitates Technical Coordinating Committee and Transportation Advisory Committee meetings.

Develops, maintains and monitors Title VI and Public Involvement Plans implementation in accordance with state and federal requirements. Ensures that all meetings, as well as public involvement activities, are well-prepared and well-documented.

Working knowledge of analytical tools such as GIS, CommunityViz, Remix, and TransCAD and a proven ability to analyze complex issues and present results in concise reports and presentations,

Conducts long-range transit system planning and development including administering surveys, ridership data collection and analysis, funding, and governance for the BGMPO transit systems;

Research and data collection as necessary to maintain travel demand model inputs and participation in Regional Travel Demand Model Team meetings;

Strong skills in data research and technical analysis, communications, presentations, and computer programs and other related activities such as data gathering, technical analyses, mapping, and grant writing.

A Bachelor's degree in urban planning, public administration, transportation planning, engineering or related field is required; a minimum of five years of work experience in an MPO/RPO, state or federal agency or other related transportation planning agency is desired. AICP or PTP certification is preferred. A Master's degree may be substituted for two years of required experience. Ability to communicate with the public, professional staff and elected/appointed officials in oral/written forms. Website management and development is a plus.
