Gilpin County is seeking a Planner 1 to join our Community Development Department! We work a 4 day, 10 hour schedule Monday through Thursday 7:30am to 5:30pm. This position is fully in-office and not hybrid or remote.

Primary Responsibility: In conjunction with other employees within the Community Development Department, the Planner 1 is primarily responsible for current planning case load duties including code administration and permitting. Acts as the liaison to the Historic Preservation Advisory Commission.

Salary Information: E3 - $55,100 - $74,400

Hiring Range: $55,100 - $64,800 per year DOQ

Open until filled or for a minimum of one week

Main Job Duties:

  1. Current Planning Caseload – Formulates recommendations and prepares staff reports for assigned land use cases. Researches historical records and conducts site visits when necessary. Presents staff reports to appointed boards, citizen groups, and elected officials through written communication, graphics, and oral presentations at public meetings.
  2. Current Planning Customer Service – Provides service to the public: both walk-in and call-in by answering questions pertaining to department policy and procedures. Advises public on application process, handles pre-application conferences, and reviews applications for completeness and substantive content. Confers with applicants and the public to explain, interpret, and discuss regulations, plans, and polices. Maintains department web page.
  3. Code Amendments – Identifies code deficiencies or needed amendments experienced during current caseload planning duties. Researches, analyzes, drafts, and recommends amendments to County codes and guidelines or other Community Development Department policies.
  4. Citizen Groups – Acts as liaison and secretary to Historic Preservation Advisory Commission and acts as liaison to the Planning Commission.
  5. GIS Operations – Updates and/or supervises the updates of GIS geodatabases. Assigns addresses, updates address database, and distributes to required parties. Provides GIS assistance to other departments and the public. Assures Gilpin County GIS data is provided to state, regional, and local agencies in addition to the Gilpin County Open Source Site on ArcGIS Online. Provides GIS assistance during emergency situations.
  6. Historic Preservation – Reviews all historic preservation applications. Coordinates and manages all historic preservation efforts and funds, maintains Certified Local Government (CLG) and Preserve America status. Assists in the review of Historic Preservation State Tax Credits submittals in accordance with State requirements. Attend meetings; take minutes. Administer historic preservation grants.

Qualifications:

  1. Education: BA or BS degree in planning or related field or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to perform.
  2. Highly proficient in the use of word processing, spreadsheet and database software. Adequate proficiency in GIS required with proficiency in CAD software preferred.

  8. Apply logical or scientific principles to define problems, collect data and draw conclusions.
  9. Knowledge of and ability to research, compile, and summarize a variety of informational and statistical data and materials; prepare clear and concise reports, correspondence and other written material.
  10. Knowledge of and ability to understand and apply standard planning regulations, procedures and practices.
  11. Must have a valid Colorado Driver's License without any restriction due to driving record. Must also be able to drive a county vehicle.

Mental /Physical Requirements:

Ability to:

  1. Reach, grasp, handle, stoop, kneel, and bend in order to place and retrieve stored information such as files, forms, reports and equipment.
  2. Physically operate a variety of equipment such as computers, copiers, facsimile machines, etc.
  3. Exert up to 20 pounds of force occasionally, and/or up to 5 pounds of force frequently to move objects.
  4. Perform without additional assistance all physical movements necessary for office administration.

Experience:

Experience: 1-year relevant experience preferable with a county or municipal planning department or related private sector agency.
