NATURE OF WORK:
The Planning Director is responsible for oversight and management of the Town’s planning, land use
and code enforcement functions. The Planning Director delivers technical assistance to municipal
officials, including the Town Council, Town Management, the Planning Board, the Zoning Board of
Appeals, and other related committees or boards, on an array of land use, development,
environmental and infrastructure topics. The individual in this position performs a variety of technical
and professional work in preparing and implementing planning and code regulations. The Planning
Director consults regularly with, and assists, Town Management with administrative and managerial
matters and works with municipal departments and community committees as directed by the Town
Manager and/or Assistant Town Manager. This position is supervised by the Town Manager and
Assistant Town Manager, and is evaluated through observation, discussions, reports and results
obtained.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervises all planning, development, and code enforcement functions and staff of the Townof Lisbon.
  • Receives applications for building activity or other development required by Town code or State law to be reviewed by the Planning Board and makes recommendations to the Planning Board regarding the compliance of a proposal with relevant codes or laws.
  • Coordinates the review of all applications submitted for Planning Board or Board of Appeals review and administers the review process.
  • Makes recommendations for improvement of the Town’s land use maps and ordinances for consideration by the Planning Board and/or Town Council, as appropriate.
  • Presents proposed amendments to land use ordinances and subdivision regulations to the Planning Board and the Town Council and takes the lead role in explaining proposals to the public.
  • Attends all Planning Board and Zoning Board of Appeals meetings, and is responsible for agendas, reports, presentations and communications with board members and municipal staff.
  • Provides leadership and direction in the development of short and long range plans including any capital improvements planning as may be undertaken. Communicates official plans, policies and procedures to staff and the general public.
  • Develops planning goals and initiatives to ensure economically and environmentally via development in the Town of Lisbon.
  • Directs all current-planning and development review functions in the Town, including site plan and subdivision reviews, and ordinance amendments.
  • Makes interpretations of the Comprehensive Plan and Land Use Code. Recommends procedures to the Planning Board. Provides planning and land use advice to staff and other officials. Serves as staff representative to the Planning Board.
  • Prepares and submits annually to Town Management a budget relating to all Planning and Code Enforcement Department activities.
  • Advises and coordinates infrastructure development.
  • Responds to public inquiries. Prepares reports, correspondence, directives and other general and technical materials for Town Management as requested.
  • Provides leadership and direction regarding regional and local public transportation services and programs.
  • Serves on committees and performs other duties as assigned.

    PERIPHERAL DUTIES:
     
  • Prepares and submits to officials such reports as may be required or as deemed advisable to submit.
  • Attends trainings, conferences, management meetings and off-site meetings as relevant or as directed by Town Management.

    DESIRED QUALIFICATIONS:
    Education and Experience:
  • Bachelors or higher degree in land-use or urban planning, public administration, civil engineering, economic development, or a related field.
  • Five (5) years of related municipal experience preferred; and
  • Experience in planning, project management, economic and community development, grant writing, or related field; or
  • Any equivalent combination of education and experience.
  • Membership in the American Institute of Certified Planners is desired. Necessary Knowledge, Skills, and Abilities:
  • Strong knowledge of and experience in community development and economic development, including business and real estate.
  • Working knowledge of grant sources, writing, and management.
  • Thorough knowledge of municipal government. Working knowledge of State/Federal agencies
  • and laws.
  • Extensive knowledge of planning programs and processes; thorough knowledge of impact analysis, environmental regulations, land use planning, zoning laws, comprehensive plans, site plan review.
  • Ability to communicate clearly verbally and in writing; and to moderate and facilitate meetings.
  • Ability to work independently, carry out assignments from general instructions, and to follow precise rules and guidelines when necessary.
  • Ability to interpret complex information.
  • Ability and initiative to use resourcefulness and tact in meeting new problems.
  • Excellent interpersonal skills: ability to establish and maintain effective working relationships with staff, Town Management, Town Council, technical professionals, applicants and the public.

 

  • Skill in operation of personal computer and Microsoft Office. Considerable knowledge of office practices, procedures and equipment; ability to keep varied records, to assemble and organize data, and to prepare reports.
  • Must have flexibility to attend evening and weekend meetings when required.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

This job primarily works at a computer in an office. The employee is frequently required to walk, and to
travel to other locations for site visits, meetings, or conferences. While performing the duties of this job,
the employee is frequently required to sit, stand, talk and hear, use hands to finger, handle, feel or
operate objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift
and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the
ability to adjust focus. The physical demands described here are representative of those that must be
met by an employee to successfully perform the essential functions of this job. Reasonable

SUPERVISORY RESPONSIBILITY:

This position supervises the Planning and Code Enforcement Department which includes the Code
Enforcement Officer and the Planning Assistant.

CERTIFICATES, LICENSES, AND REGISTRATIONS:

State of Maine Class C driver’s license. Certification through the American Institute of Certified Planners
(AICP) preferred, but not required.
 

STARTING SALARY: The salary depends on your experience and certification.
