The Town of Mammoth Lakes is looking for a Housing Coordinator/Senior Planner to join our growing Community and Economic Development Department. The ideal candidate will have demonstrated experience in managing housing-related programs, be knowledgeable in applicable state and federal laws and regulations, and be motivated to serve our local community!

This is a planning position with a majority of the duties focused on housing-related items. In this position, you will plan, organize, supervise, and administer the Town's housing program; manage a variety of housing grant programs, implement the Town's Housing Now! initiative, and provide guidance to other professional planners in the fields of current and advanced planning and environmental analysis.

Duties include, but are not limited to:

  • Plans, manages, and administers a variety of programs, grants, and projects to ensure a comprehensive approach to affordable community housing; coordinates the development of various housing-related strategic-planning documents; works with the various committees, commissions, and authorities; assists in the preparation of updates to the Town's Zoning Code; and oversees the Town's Housing Element.
  • Manage CDBG, HOME, and other housing grant programs, and oversee associated grant sub-recipient agreements with Eastern Sierra Community Housing; administer and monitor program grants and loans to individuals and organizations; track and ensure the Town's compliance with all related federal and state regulations as they relate to housing; oversee the preparation of required periodic and annual reports.
  • As directed by the Community and Economic Development Director, participate on the continued development of units on the The Parcel (25 +/- acres of Town-owned property committed to housing).
  • Develop an ongoing work program for the Town's housing program based on staff capacity which includes implementation of action items from the Town's 2019-2027 Housing Element, the 2017 Housing Action Plan, and the Housing Now! initiative.
  • Participate in a management capacity in the development and implementation of goals, objectives, policies, and procedures related to the Community and Economic Development Department.
  • Manage major and minor projects including General Plan revisions and amendments, complex reports, administration of development application processing, environmental policy formation and implementation, and special studies.
  • Review of application requests and appeals submitted to the Department with respect to completeness, scheduling for Planning and Economic Development Commission and Town Council, scheduling and assignment to designated staff person; make recommendations on development applications. Function as lead staff on complex applications and projects.
  • Interpret ordinances and regulations as they apply to planning applications.
  • Review current and proposed projects, including major subdivisions, residential planned developments, and commercial and industrial complexes.
  • Confer with builders, engineers, contractors, attorneys, architects, and the public concerning department procedures, interpretation, and application of Town planning policies and ordinances, state and federal land use and environmental laws and regulations, and conditions imposed on approved applications.
  • Respond to and resolve citizen inquiries and complaints.
  • Advise and assist the Planning and Economic Development Commission and Town Council with respect to community planning issues and problems, pending cases, and the involvement and application of established Town policies and ordinances.
  • Present to, and meet with commissions, Town Council, and the public to discuss Town housing programs and policies, and planning policies, practices, and problems.
  • Initiate, organize, and participate in community information outreach programs.
  • Assist with preparation of the department budget.
  • Coordinate planning activities with other Town departments and with outside partners, including Eastern Sierra Community Housing.
  • Supervise, train, and evaluate staff as assigned.
  • Participate in the preparation of grant applications.

Compensation + Benefits

  • CalPERS retirement (2.7% @ age 55 for Classic members; 2% @ age 62 for PEPRA members)
