Under limited supervision, the Planning Manager performs a variety of professional and technical duties related to land use, zoning and related development issues; conducts a variety of studies to analyze development trends and issues and advise management; provides support to the Community Development and Economic Development Department staff and various boards and committees of the city, primarily the Planning and Zoning Commission, the Zoning Board of Adjustment/Sign Board of Appeals and the Tree Board.
Essential Functions:

- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Advises various councils, boards, commissions and elected officials in planning-related issues.
- Provides general customer services; responds to concerns and inquiries.
- Drafts various reports; maintains department and project files and documents.
- Assists other team members within the division and department as needed.
- Attends City Council, Planning and Zoning Commission, Zoning Board of Adjustment, Sign Board of Appeals, and Tree Board public meetings as needed.
- Analyzes and evaluates zoning and development proposals in accordance with applicable codes and ordinances, policies, and design guidelines and makes recommendations to the Planning and Zoning Commission and City Council; coordinates with other affected departments, divisions, and outside organizations such as school districts.
- Manage development projects including zoning cases, plats, site plans, and other projects from submittal to final status; processes zoning and development applications in accordance with established procedures for public notification and coordinates action by the appropriate staff entity or public body.
- Works directly with applicants and their representatives before, during, and after the review process for zoning and development requests to inform them of the procedural requirements, address issues related to their applications, apprise them of staff recommendations, and provide documentation if a request is approved.
- Identifies, as needed, amendments to relevant codes, ordinances, procedures, policies, and guidelines for the purpose of improving the development review process and meeting community objectives.
- Reviews development and zoning requests, demographics, long range planning, neighborhood planning, and/or various heritage preservation activities.
- Works with outside contractors, developers, surveyors, businesses, and consultants, and provides professional advice to developers.
- Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.
- Regular and timely attendance are required for this position.
- Must report to work for duty outside normally scheduled work hours in response to natural disasters, emergencies or critical incidents as determined by City Administration.
Minimum Qualifications:
- Requires a Bachelor's Degree in urban/regional planning or related field with five (5) years of experience in the planning profession or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job
- Must possess and maintain a valid State of Texas Driver's License.
- Experience as a lead planner preferred.
- Master's Degree in urban/regional planning or related field is preferred.
- Certification in American Institute of Certified Planners (A.I.C.P.) preferred.
