CLASSIFICATION SUMMARY

Under general direction of the Community Planning Director, the Economic Development Manager develops and manages the City's economic development strategy. Responsibilities include policy and program development, business recruitment and retention, and supporting the City Council, City Manager, and Leadership Team. This role requires initiative, project management skills, and independent judgment.

WORK SCHEDULE

This full-time position typically works Monday through Friday, with occasional early mornings, evenings, and weekends. It is exempt under FLSA.

ESSENTIAL DUTIES

  • Develops short- and long-term economic development plans and prepares related reports and recommendations.
  • Proposes measurable outcomes for job creation and business attraction/retention in alignment with Council goals.
  • Responds to site selector and developer inquiries and coordinates with internal departments.
  • Leads initiatives related to workforce development, downtown revitalization, placemaking, and tourism.
  • Builds partnerships with businesses and property owners for economic opportunities.
  • Plans and conducts visits to local businesses to generate projects and support workforce training.
  • Connects developers and businesses with services and code compliance resources.
  • Develops and implements the City's Economic Development Marketing Plan.
  • Manages economic development website and social media content.
  • Seeks and coordinates grant opportunities to support City priorities.
  • Provides technical expertise on incentives, regulations, and economic issues.
  • Leads special events such as ribbon cuttings, dedications, and business appreciation efforts.
  • Represents the City at tradeshows and follows up with prospects.
  • Develops retention and expansion strategies to support local businesses.
  • Maintains partnerships with regional organizations and agencies.
  • Assists in developing and managing the division budget.
  • Coordinates the City's Sustainability Program.

MINIMUM QUALIFICATIONS

Requires a Bachelor's degree in economic development, business/public administration, or a related field, and at least five (5) years of relevant experience. Local government experience and expertise in business recruitment, retention, and expansion are preferred. Equivalent combinations of education and experience will be considered.

Must have a valid Washington State driver's license and pass a criminal background check.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Principles of strategic planning, economic development, marketing, public communication, and project management.
  • Ability to manage multiple priorities, analyze trends, and develop innovative solutions.
  • Strong written and verbal communication skills.
  • Ability to work independently, maintain confidentiality, and build effective working relationships.
  • Proficiency in office software and communication tools.

PHYSICAL REQUIREMENTS

Must be able to talk, hear, see, sit, stand, and walk regularly. Occasional exertion of up to 10 pounds may be required.
