This brand-new position falls under direction of the Planning Director. The Associate Planner is the third level class in the Planner series who performs current and long-range planning functions; reviews and prepares staff reports for development projects; and makes presentations to the Planning Commission, City Council, and community groups; conducts research and keeps track of data; prepares general plan and development code amendments; and provides assistance to applicants, developers, consultants, the public, and outside agencies.

Knowledge of:

  • Department policies and procedures;
  • Planning theory and principles;
  • Current trends and practices of public planning and zoning;
  • Federal and state laws and regulations pertaining to planning and zoning;
  • City codes, ordinances, regulations and policies; and
  • Computer software, including word processing, database spreadsheets, and permit tracking software.

Ability to:

  • Design and implement long-range plans and studies concerning areas such as natural resources, land use planning, transportation, public services and facilities, and strategic planning;
  • Produce drawings, charts, graphs, and other visual information;
  • Perform difficult and complex review and analysis of planning projects;
  • Manage projects and programs;
  • Interpret, explain, and apply planning programs, ordinances, policies, and procedures;
  • Compile, analyze, and utilize technical and statistical reports;
  • Present planning projects or reports to the Planning Commission, City Council, community groups, or state agencies;
  • Assist the City Manager's office with writing and administering grants for the implementation of long-range plans; and
  • Read and interpret architectural, building, and civil improvement plans.

Experience:

Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is: Bachelor's degree from an accredited college or university in planning, urban studies, environmental sciences, public administration, geography, or a closely related field plus three (3) years of professional planning experience. May substitute five (5) years of progressive, professional experience directly related to planning disciplines and land development towards the education requirement. Possess and maintain a valid Driver's License.
