Under the direction of the Development Services Director, this position is responsible for performing complex administrative and managerial work in assisting the Development Services Director in a variety of assignments relating to the planning, direction, control and evaluation of City operations and programs.

The City Planner attends and staffs civic and public meetings for the purpose of explaining various aspects of the City's Planning and Zoning Code and the City of Morgantown Comprehensive Plan. The position reports directly to the Development Services Director and has direct interaction with the City Manager's Office, the Morgantown Planning Commission, members of the City Council, and the public.

The City Planner also supervises the the City's Zoning Administrator position. This involves providing guidance and oversight on zoning related matters, applications, building permits and when necessary, staff/technical assistance to the Board of Zoning Appeals. The City Planner must be certified with the American Institute of Certified Planners (AICP) or have the ability to obtain said credential in an reasonable amount of time and in accordance with the AICP guidelines and procedures.

Serving as the chief planner in the Director of Development Services' absence, the job requires the ability to assist in the development and execution of city policies and procedures, develop and implement long- and short-term goals, objectives, and strategic plans under the direction of local and state planning regulations. The City Planner must direct and execute special projects as assigned, and in turn, provide professional management of those assigned projects, programs, and functions at the direction and discretion of the Director of Development Services.
