Job Summary:

Under the direction and supervision of the Director of Development Services the Building Official plans and organizes the day-to-day operations of Building Inspections, Code Enforcement and Consumer Health personnel. Coordinates skilled inspections of all phases of construction to assure compliance with plumbing, mechanical, electrical, residential, and commercial building codes, and zoning ordinances. Ensures compliance with approved plans and specifications on file with the Department. Ensures and coordinates complete and accurate processing of building permits and applications, contractor registration and providing correspondence, answering telephone, and providing timely, accurate and friendly customer service. Work requiring complex projects and prudent Judgment within prescribed standards and procedures. Performs a variety of professional and technical planning and inspection duties. Ensures compliance with all currently adopted regulations governed and enforced by the Department, this Includes but Is not limited to extensive knowledge of multi-jurisdictional regulations, departments, and state law provides inspection and code services to the City of Weatherford.

Roles & Responsibilities:

  • Performs plans review electronically Via use of computer software and manually Via paper copy review.
  • Researches and compiles a variety of Information from various sources and prepares periodic and special statistical and narrative reports, agenda Items, basic staff reports and a variety of other technical documents.
  • Provides a variety of logistical support to the Department Director.
  • Meets With and provides code interpretation for property owners, contractors, and design professionals. Develop alternative methods to resolve code conflicts Research and reviews new building and construction methods Efficiently and effectively handles complaints received.
  • Answers questions, distributes forms and provides a variety of Information regarding city planning, zoning, and building codes, policies and procedures to property owners, citizens, architects, engineers, contractors, and others in person and over the telephone.
  • Creates and maintains files, enters data into an automated record system and organizes manual files, maintains records, logs, and binders.
  • Shall possess the ability to communicate effectively and establish and maintain effective working relationships with the general public and co-workers.
  • Researches and compiles a variety of Information from various sources and prepares periodic and special reports and a variety of other technical documents. Conducts office, field, and photo research.
  • Conducts Site reviews, evaluations of proposed projects and meets with the public and contractors Provides a variety of logistical support to the Development Services Department
  • Learns, obtains, and maintains International Code Council and other pertinent certifications.
  • Learns and participates in the design review process by reviewing plans and specifications for conformance with city codes; drives a motor vehicle to make on-site Visits for inspections of commercial, Industrial, and residential properties throughout the City.
  • Investigates complaints regarding code compliance Issues verbal or written orders for correction of violations of the codes and ordinances and issues permits and citations in accordance with the code.
  • Performs complex and complicated Inspections for compliance with housing, zoning, environmental health, nuisance and abatement codes, regulations, and ordinances to ensure conformance with approved plans and code requirements.
  • Inspects for compliance with building, mechanical, electrical, and plumbing codes and the Code of Ordinances, reviews plans.
  • Performs all other duties as assigned.

Knowledge, Skills, and Abilities:

  • Shall possess the ability to communicate effectively and establish and maintain effective working relationships with the general public, co-workers and elected officials.
  • Knowledge of urban and rural planning principles and practices of land use
  • Good knowledge of research methods and data evaluation
  • Ability to use office equipment to Include computers and software programs.
  • Base knowledge and some working ability In GIS Ability to analyze situations and adopt a quick, effective, and reasonable course of action and be able to make clear decisions in stressful situations.
  • Ability to manage multiple assignments.
  • Must be willing and able to pass ICC testing to obtain certification as required.
  • Regular, reliable, and punctual levels of attendance are essential job functions and expectations of this position.

Physical Requirements:

  • Ability to Sit or stand for extended periods of time while performing duties.
  • Ability to carry objects and equipment weighing up to 30 lbs. while performing Job duties.
  • Ability to reach, push, pull, bend, stoop, squat, and crouch while performing job duties.
  • Ability to distinguish colors, operate two-way radio, climb stairs and ladders.

Environmental Conditions:

  • Work performed outdoors on construction sites and may be subject to adverse weather conditions such as extreme heat, cold, wetness and humidity. Work performed Indoors is in an office setting.
  • Work may be subject to time pressures, frequent changes to tasks, working closely with others as part of a team, working alone, performing multiple tasks simultaneously, and dealing with irate people. Work may be tedious and exacting.

Minimum Qualifications:

  • Must have a license as a Texas State Plumbing Inspector and maintain said license; or obtain within SIX months.
  • Must have a certification as a residential ICC combination inspector and maintain said certification.
  • Must have a certification as a commercial ICC combination Inspector and maintain said certification.
  • High school diploma or GED, or business or vocational school training in construction or craft trades, or with a bachelor's degree in a related field planning, geography, law enforcement, construction, architecture, engineering preferred or any combination of experience, education or training that will produce the desired qualifications.
  • Five years' experience in construction and the technical aspects of inspection or planning preferred and three years' experience in supervisory or lead capacity preferred.
  • Must Obtain and Maintain Certification as a residential and commercial Plans Examiner from the ICC within one year.
  • Must have valid Texas Driver's License and driving record must meet or surpass guidelines as set forth by the City of Weatherford.
