The Airport Planner provides technical planning assistance to airport sponsors, manage statewide airport system planning initiatives, and plays a lead role in managing the agency's Incompatible Land Use Program. This position works closely with local, state, and federal agencies to ensure airports remain safe, efficient. and compatible with surrounding land uses.

Responsibilities of the Airport Planner:

  • Manage the incompatible Land Use Program - Lead efforts to identify, prevent, and mitigate incompatible development around public-use airports statewide, ensuring long-term airport viability and safety.
  • Coordinate with Local Governments and Stakeholders - Collaborate with municipalities, planning commissions, developers, and FAA representatives to align local land use decisions with aviation needs. Assist local government with development and implementation of airport compatible land use ordinances.
  • Support Statewide Airport System Planning - Take the lead role in managing statewide aviation system and economic impact planning studies. Working with Office of State Engineer, assist with selection of planning consultants. Evaluate scopes of work, deliverables, and outcomes for airport planning projects to ensure effective use of resources and adherence to regulations. Serve as the project coordinator for environmental planning projects.
  • Provide Technical Assistance to Program Manager of Airport Development - Assist with master planning initiatives, airport layout plans (ALPs), capital improvement planning (ACIPs), and compliance with FAA and SCAC planning standards. Collaborate with Program Manager and other Airport Development staff on infrastructure needs assessments, and prioritization of funding based on airport roles and system performance.
  • Collaborate with Airport Sponsors to ensure Airport Layout Plans and Exhibit A Property Maps stay up to date, reflecting current conditions and keeping airports eligible for state and federal funding. Coordinate project related changes to Part 77 airspace or approach procedures with Airport Development staff and the FAA.

Minimum and Additional Requirements

Bachelor's degree in aviation management, urban & regional planning, civil engineering, or a related field.

Additional Requirements:

  • Position may require overnight travel.
  • Position may be required to report to work during emergency situations.

Preferred Qualifications

  • Master's degree in planning or aviation-related discipline.
  • AJCP or AAAE accreditation.
  • Experience working with incompatible land use mitigation or airport protection zoning.
  • Knowledge of FAA airport planning processes and regulations (especially FAA ACs and Part 77).
  • Strong GIS and data analysis skills.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple projects and work independently.
