Founded in 2015, the Terner Center for Housing Innovation is a leading voice in advancing public and private sector solutions to housing affordability. Named after housing pioneer Don Terner, the Center is guided by his "no limits" ethos and is focused on finding bold, yet practical strategies to address housing challenges.
Our work centers on producing action-oriented research, shaping policy, and influencing the housing field through collaboration. We strive to reduce barriers to housing production, address homelessness and housing insecurity, innovate in housing finance and construction, and promote climate-resilient and affordable housing.
We are seeking a Deputy Director of Policy to lead the Terner Center's policy engagement efforts and ensure our research informs housing-related legislation and decision-making at the state and federal levels.
Key Responsibilities
- Lead policy strategy to ensure Terner's research informs legislation, rulemaking, and agency guidance at state and federal levels.
- Build and maintain relationships with legislators, agency staff, and other stakeholders.
- >Keep Terner staff informed on key policy developments and identify research opportunities tied to legislative priorities.
- Oversee the creation of accessible communication materials (briefs, op-eds, blog posts) for policymakers and public audiences.
- Manage the policy team, which may include fellows, research affiliates, associates, and student researchers.
- Coordinate policy-related efforts across the Terner Center and Terner Labs.
- Serve as a spokesperson for the Center with the media, at conferences, and on social media.
- Represent Terner in housing networks and trade associations.
Position Breakdown
- 25% – Develop summaries, op-eds, blogs, and other communication materials.
- 20% – Share research findings with policymakers, agency staff, and advocates.
- 15% – Track and analyze relevant legislation and administrative guidance.
- 10% – Present at conferences, seminars, and meetings.
- 10% – Supervise and manage policy team members, students, and affiliates.
- 10% – Respond to external research requests from media and stakeholders.
- 5% – Support fundraising activities for policy initiatives.
- 5% – Steward relationships with partners, advisory boards, and fellows.
Required Qualifications
- Deep knowledge of policy analysis methods and legislative processes at state and federal levels.
- Strong understanding of housing policy, land use regulations, and public sector housing programs.
- Exceptional writing, communication, and interpersonal skills.
- Experience translating research into accessible formats for policymakers and general audiences.
- Demonstrated project management skills with the ability to manage multiple priorities.
- Experience in leadership roles within policy, research, nonprofit, academic, or government sectors.
- Ability to manage and mentor staff and students.
- Bachelor's degree or equivalent experience.
Preferred Qualifications
- Advanced degree in a relevant field (e.g., public policy, urban planning, economics, law).
- Experience in fundraising and partnership development.
- Strong negotiation skills.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $140,000 - $170,000.

This is a designated position requiring fingerprinting and a background check due to the nature of the job responsibilities. Berkeley does hire people with conviction histories and reviews information received in the context of the job responsibilities. The University reserves the right to make employment contingent upon successful completion of the background check.
