JOB SUMMARY
This position performs highly responsible administrative, managerial, and supervisory work planning, organizing, and directing the overall operation of the Planning and Zoning Department, including budget preparation. The person in this position serves as staff advisor on community development projects, acts as City liaison with developers and property owners, oversees zoning enforcement and coordination with other City enforcement functions, and oversees long range planning projects.
ESSENTIAL JOB FUNCTIONS
- Supervises, directs, and evaluates planning operations and department to achieve goals utilizing available resources, plans and organizes workloads and staff assignments, trains, motivates, and evaluates assigned staff, reviews progress, and directs changes as needed.
- Develops and assists in the implementation of short and long-term elements in the Comprehensive Plan goals and policies.
- Monitors Comprehensive Plan and its implementation and the Evaluation and Appraisal Report (EAR) process.
- Tracks Concurrency Management System utilized in site plan and subdivision plat development reviews.
- Receives development applications, schedules and coordinates the development review team process, and notifies applicants of decision.
- Analyzes community needs and develops programs to meet these needs in accordance with established City policies and available resources.
- Provides professional planning and land use advice to supervisors and other officials. Makes private and public presentations to supervisors, city council, and general public.
- Assures that assigned areas of responsibility are performed within budget, performs cost control activities, monitors revenues and expenditures in assigned area to assure sound fiscal control, prepares and administers annual budget requests, and assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Maintains and updates the City's zoning ordinances.
- Performs technical tasks involving the interpretation and implementation of ordinances, interprets the zoning ordinance, and interprets local, state, and federal laws.
- Develops short and long-term plans to use land for the growth and revitalization of the community.
- Discusses problems with property owners to obtain voluntary code compliance, issues citations, and appears in court when necessary.
- Maintains official Zoning Atlas and Future Land Use Map series.
- Serves as liaison to Planning and Zoning Board and Community and Community Redevelopment Agency (CRA).
- Reviews variance, rezoning, and special exception requests and recommends approval or denial.
- Assists with designation of historic properties pursuant to City Council policy.
- Evaluates applications for Local Business Tax and confirms use is consistent with Land Development Code.
- Assumes role as City's Land Development Code Administrator and issues land development code interpretations.
- Monitors Development Review Fees for services and recommends changes for City Council adoption.
- Coordinates grant proposals that include, but may not necessarily be limited to, Community.
- Attends Department Director and City Council Meetings.
- Prepares staff reports and recommendations on a variety of subject matter and presents findings to boards and committees and City Council.
- Oversees special projects as assigned by the Development Services Director.
- Meets with engineers, consultants, and other professionals.
- Updates statistical indicators such as, but not necessarily limited to, population, socioeconomic, and other demographic data and ensures City's timely participation in US Census boundary and annexation updates as a result of geographical changes.
- Researches industry trends for business attraction and retention.
- Prepares and submits with justification the annual budget request for the Planning and Zoning Department to the Development Services Director.
- Prepares and submits with justification the annual budget request for the CRA to the Development Services Director, CRA Board and to City Council and County Commission for approval.
- Prepares and updates Capital Improvement Element (CIE) based on adopted CIP.
- Fulfills requests for voluntary and referendum Annexations, compiles necessary background materials, and assimilates annexation packages for City Council consideration.
- Establishes departmental policies and procedures and trains and evaluates departmental personnel.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's degree in planning, development, management, public administration, or a related field and eight (8) years of progressively responsible experience in planning and zoning with some experience at the managerial level, or an equivalent combination of education and experience.
Licenses or Certifications:
- Possession of a Valid (E) Florida Driver License and maintain compliance with vehicle use policy requirements, Section 8.15(c) in the City's Personnel Manual.
- Possession of an AICP Certificate.
