JOB DESCRIPTION

Specific responsibilities include coordinating project financing, land development, land acquisition, preparation and administration of tax increment financed projects, and disposition of properties for development purposes. This individual is responsible for grant/loan applications and administration from federal, state and regional agencies; and the administration and implementation of the programs and projects funded by these sources to achieve established goals. This position officially represents and acts as a liaison for the City of Spearfish and Community Development Department with the City Council, City/County Boards and Commissions, public agencies, neighborhood/business groups and other civic organizations.

Major Duties:

Maintains a physical presence and reliable attendance with the ability to respond at all hours when necessary.

  • Supervises, develops, and manages citywide programs for community development, neighborhood revitalization, and re-development utilizing all aspects of federal programs administered by the Department of< Housing and Urban Development.
  • Evaluates, plans, manages and coordinates the long-term development, redevelopment, and economic development needs of the City. Works extensively with SEDC Economic Development Director to meet
    development goals.
  • Directs and oversees the functions of zoning, annexations, subdivisions, and variances through subordinate staff.
  • Directs, administers, and oversees planning programs and development projects to encourage orderly development in accordance with approved comprehensive plans and ordinances.
  • Direct re-development, tax increment financing, reclamation, and other project financing programs.
  • Work with developers on residential, commercial, and industrial projects including public incentive proposals.
  • Oversee special infrastructure projects in collaboration with the City Engineer.
  • Draft and update ordinances, zoning amendments, subdivision regulations and land use plans.
  • Provide reports, research, studies, and development recommendations to the city administrator, City Council and boards.
  • Represent the city with businesses, community groups, agencies, and civic organizations.
  • Oversee financial planning, RFP's, contracts, and consulting services for the department.
  • Hire, supervise, evaluate, and supports staff to ensure departmental goals are achieved.
  • Conduct public hearings, enforce zoning ordinances. Coordinate with City Attorney on violations and
    resolutions.

To perform this job successfully, an individual must be able to perform each major job duty of the position satisfactorily. The requirements below represent the education and experience required.

  • Knowledge and level of competency commonly associated with the completion of a bachelor's degree from an accredited institution in Urban Studies, Planning, Public Administration, or closely related field required; master's degree is preferred.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the departments in the city to direct and coordinate work within the city. Five (5) or more years of progressively responsible public sector experience in community development including real estate and construction. At least three (3) years of supervisory experience in a leadership capacity.
  • Possession of or ability to readily obtain a valid driver license issued by the State of South Dakota for the type of vehicle or equipment operated.
