JOB DESCRIPTION
Essential Duties and Responsibilities:
- Oversee department operations and personnel, including developing and administering policies, delegating work assignments, establishing goals/standards, providing training/corrective instruction, evaluating performance, interviewing, and recommending job candidates, maintaining discipline, and recommending corrective action and/or termination as warranted.
- Supervise employees in accordance with the policies and procedures detailed in the appropriate employee handbooks as well as in a manner that promotes public confidence in the APC.
- Initiate technological advances to first improve service to the public and secondly to increase productivity of staff.
- Review and accurately present claims for payment.
- Develop the annual budget, application schedules, and application packets for review by the APC.
- Prepare and present any matters that require Boone County Council approval.
- Maintain the official versions of the various ordinances which govern the activities of the APC Department.
- Maintain an accurate record of all APC/BZA proceedings, including the keeping of the records and minutes, the custody and preservation of all papers and documents of the APC/BZA, the maintenance of the current roster and qualifications of APC/BZA members, and records of attendance.
- Administer employee benefits as detailed in the applicable handbooks.
- Perform adequate and fair written performance reviews of staff.
- Represent the department and county on various citizen and governmental meetings/committees.
- Prepare special studies and reports for various elected officials, legislative bodies, and the APC as requested.
- Promptly and accurately respond to public inquiries, requests for forms, application for permits, requests for information, etc.
- Enforce the adopted zoning ordinance, subdivision control ordinance, and other applicable ordinances within the APC's jurisdiction. Oversee, propose, and draft necessary amendments as needed.
- Implement the Comprehensive Plan(s) within the APC's jurisdiction.
- Assist other local, state, and/or federal development agencies when necessary.
- Communicate with staff attorney(s) on specific issues or on planning trends.
- Serve as the Local Building Official and oversee the issuance of building permits and certificates of occupancy.
- Answer telephones and greet office visitors, respond to inquiries, provide information and assistance, take messages and/or route callers to appropriate department or personnel.
- Provide general clerical duties including, but not limited to photocopying, faxing, mailing, and filing.
- Collect application payments and provide receipts, prepare deposits, and maintain a computer record of receipt and deposits.
- Keep copies of department applications and forms up to date and available to the public.
- Oversee the coordination and agendas for the Technical Advisory Committee (TAC), APC, and BZA meetings.
- Prepare Staff Reports and recommendations for all petitions that come before the APC, BZA, and TAC.
- Assist with maintaining an accurate record of all APC proceedings, including the keeping of records and minutes, preservation of all papers and documents of the APC and record of attendance.
- Assist with tracking and maintaining APC/BZA membership.
- Oversee the maintenance of the APC website.
- Maintain official zoning map.
- Other related duties as assigned.
Additional Duties and Responsibilities:
- Assists other staff with duties to maintain prompt and efficient customer service.
- Ability to work extended and/or evening hours.
- Occasionally testify in legal proceedings/court, as necessary.
- Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
- Serve the public with diplomacy and respect, including encounters with difficult people.
Knowledge and Skill Requirements:
- Accredited Bachelor of Science degree with major course work in urban planning or related field. AICP certification is strongly encouraged.
- Minimum of five years' experience in urban planning or related field with a minimum of one year in a supervisory position.
- Working knowledge of fundamental planning issues and concepts, including planning theory, urban design, subdivision requirements, land use law, environmental issues, growth management, economic development, housing, and transportation.
- Excellent ability to demonstrate and communicate information in graphic, written and oral forms. This includes being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Fluency in Microsoft Office Suite software (Word, Excel, Access Database) as well as accessing GIS and other office software.
- The ability to work alone with minimum supervision and with others in a team environment, often under time pressure, and on several tasks at the same time.
- Ability to understand, memorize, retain, and carry out written or oral instruction and present finding in oral or written form.
- Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and detailed written reports as required.
- Possession of a valid driver's license.
