Job Summary
The Assistant Public Works Director is responsible for assisting the Public Works Director in the administrative functions of managing municipal infrastructure, facilities, budgeting, planning, development, and implementation of the City's Stormwater program, to include the administration of construction and capital projects; and performs other duties as required.

Duties

- Assists in the management, supervision, and evaluation of the activities of the Public Works Department, to include developing and implementing comprehensive public works policies, programs, and strategic plans aligned with community needs, and municipal goals.
- Oversee the design, construction, maintenance, and repair of public infrastructure such as roads, bridges, stormwater systems, parks, and public facilities.
- Assists with Managing Budgets, procurement processes, and resource allocation to ensure cost-effective project delivery.
- Coordinates with a diverse team of engineers, technicians, maintenance crews, administrative staff, and contractors to ensure high performance standards.
- Ensure compliance with all relevant local, state, and federal regulations related to environmental standards, safety protocols, and building codes.
- Effectively leads, supervises, and ensures proper training is provided to department staff, ensures dissemination of policy and procedural directives are provided to staff, provides clarification and assistance of operating procedures and processes;
- Must be able to evaluate, counsel, review and assign corrective action and improvement plans on subordinate staff, discipline subordinate employees, and review employee appeals as necessary;
- Meets regularly with Crew Foreman and Supervisors to discuss workloads, assigning tasks, scheduling projects and managing workloads and schedules, forecasting employment needs, coordinating crews, and providing safety training;
- Supervises all phases of street, drainage, sidewalk, building, alley, water, and utilities repair and construction; ensuring personnel training in all job aspects and equipment usage;
- Inspecting public utility construction as it relates to city streets, ensuring operations are performed safely and in conformance to all building codes, laws, ordinances, and all applicable policies and procedures;
- Manages City's Storm Water Program by providing management and oversight to the program to include correspondence, studies, spreadsheets, and record keeping;
- Responsible for managing and annual reporting of TCEQ's MS4 Permit, updating and applying for the City's MS4 permit every five years;
- Filing required reports with Edwards Aquifer Authority and Federal and State regulatory agencies;
- Assists the Public Works Director as necessary with preparing specifications and bid packages, analyzing received bids, performing construction management, coordination and scheduling construction projects with contractors and consultants, reviews contractors' work and ensures compliance with specifications, plans and quality standards and compliance with contract terms, reviews and approves or rejects invoices, ensures proper payment and closing of projects;
- Preparing studies, reports, and recommendations as directed by the Public Works Director; assuring City compliance with Federal, State, and local laws regarding environment and Public utilities issues;
- Assist in preparation of budget documents and operate within a budget, preparing budgetary documents, managing General Fund, Water Utility, and Storm Water budgets, reviewing expenditures;
- Attending City Council Meetings, Advisory Meetings, Regulatory Agency meetings and other meetings as assigned or required, and answering inquiries from public and City Officials regarding City Policies and procedures;
- Assisting in preparation of Public Record Requests;
- Ensure that departmental operations are performed in concert with all applicable laws, ordinances and policies/procedures from the City Council, City Manager and Director of Public Works.
Experience
- Bachelor's degree in engineering, construction management, public administration, or closely related field is preferred; relevant certifications such as Professional Engineer (PE) license are advantageous but not mandatory.
- Must have five (5) years of progressively responsible experience in a Public Works Department.
- Must have five (5) years of supervisory experience in the Public Works Department or related field.
- TCEQ Water Operator's License, Class-C.
- Must have a valid Texas Drivers' License with CDL-Class B Endorsement.
- Must be able to effectively communicate with elected and appointed officials, supervisors, subordinates, peers, business representatives, the general public, and the media in person, in writing, and by telephone.
- Must be able to read, write, understand, and communicate written instructions, reports, documents, plans and maps, subdivision plats and the construction of required improvements, engineering and architecture plans.
- Strong knowledge of infrastructure systems including water systems, sewer systems, roadways, and environmental regulations.
- Experience in budget management.
- Familiarity with municipal construction and capital project management and methods.
