P-29896 Small Town Planner V

The Planner V is a senior position within the Current Planning Division - Land Use Section. Under limited supervision, the Planner V works on the most challenging design projects primarily in Maui's small towns of Makawao, Paia, Lahaina, Wailuku, and Lanai City. This Planner position involves managing historical preservation programs, conducting research of historical properties, ensuring compliance with historic design guidelines and reviewing applications for alterations and rehabilitations of historic properties. Key duties include preparing technical reports and presentations, interpreting architectural plans, responding to public inquiries, conducting site visits, and coordinating with various boards and commissions. A high degree of comfort in working with the public is essential for this position as well as a distinct interest in Maui's unique island architecture.

Under the supervision of the Planner VI and the Planning Program Administrator, the Planner V (MAPPS) is the principal planner coordinating and leading the division's administration and implementation of the Maui Automated Planning and Permitting System (MAPPS), including technical support needs of the Current Division.

Under the supervision of the Planner VI and the Planning Program Administrator, the Planner V coordinates and conducts studies and related activities pertaining to Federal, State and County planning programs; on a limited basis, supervises others in the conduct of planning studies; conducts fact-finding and analysis in the preparation and presentation of reports to various groups. Initiates and participates in promoting effective liaison and communication with the public, governmental agencies, consultants, and other groups; reviews and analyzes various planning-related materials; and performs other related duties as required. Analyzes simple, and moderately complex applications for development through the conduct of research studies, write staff reports, make recommendations, and make presentations to commissions/Council in order to improve social, economic and physical development throughout Maui County. Conducts field and site inspections to assure compliance with general plan, community plan and zoning code. Uses various computer applications to compile, prepare, analyze and interpret complex technical, economic, social and statistical data and create illustrative representations such as maps, graphs, charts models and sketches for use in permit application review, compliance reports, environmental assessments and zoning code enforcement.

The Cultural Resources Planner V is within the Long-Range Planning Division under the general supervision of the Long-Range Planning Program Administrator and the Planner VI. The Cultural Resources Planner V performs duties necessary to administer the County's cultural resources program with an emphasis for historic preservation. Historic preservation responsibilities involve the fields of archaeology, architecture, Hawaiian history and the histories of other ethnic groups. The Cultural Resources Planner V is responsible for the following activities: 1) plan, policy and code writing and Implementation; 2) staffing the Cultural Resources Commission; 3) analysis and research related to historic register nominations and historic districts; 4) community engagement and consultation and 5) other Cultural Resource Program duties as required.

The Planner V is an upper-level position within the Planning Department. The Planner V independently reviews and approves complex development plans for compliance with all applicable zoning, subdivision, signs, land use ordinances, laws, rules and regulations, and the countywide policy plan, Maui island plan, and community plans for the County of Maui.

The Planner V reviews zoning and subdivision ordinances and prepares recommendations for amendments to meet changing physical and socioeconomic conditions. Writes and completes technical reports relative to fact-finding and analysis. Provides the public with zoning and information related to the function and requirements of the various developmental permits administered by the department.
