JOB SUMMARY

This position is located within the Office of Planning (OP). OP has the lead responsibility for planning the long-term growth of the District of Columbia (D.C.) and provides the vision, framework and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District's Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

The Associate Director of Data Analysis and Visualization (DAV) is a member of the management team and provides strategic direction to, and management of, data analysis and visualization. The Associate Director supervises demographic, spatial, data science and visual analysts in complex analysis, visualization and reporting that connects to planning and policy outcomes. The Associate Director coordinates with the Deputy Director to establish goals for DAV to ensure they are consistent with the overall planning mission of OP.

The incumbent will exhibit mastery knowledge in one or more planning disciplines to include: planning, demography, geography, data science, public policy, economics or real estate analysis, to provide sound strategic guidance to DAV.

DUTIES AND RESPONSIBILITIES

Works with the Deputy Director to lead a proactive program that integrates data, spatial analysis and visualization and supports OP's key planning initiatives and strategic objectives. Oversees data generation, management and collection; research and trends analysis; forecasting and scenario planning to advance analysis and understanding of growth and change in the District. Leads the research and development of tools, methodologies and platforms that synthesize demographic, housing, land use and development. Manages all functions and protocols of State Data Center, including interface with Census Bureau and provision of required analysis and reporting. Represents OP with partner agencies, regional and federal entities and other organizations, and oversees the fulfillment of requests. Manages public outreach and education on Census data, redistricting and other key processes, including information and analysis shared with ANCs, citizen and civic associations, and District government.

Routinely updates a framework for how the agency advances its research, analytical and visualization practices and capabilities. Plans work to be accomplished by direct reports, set, and adjust short-term priorities, and prepare schedules for completion of work; assigns work based on priorities. Develops performance standards and evaluates work performance of subordinates. Manages the strategic direction of Data Visualization unit; develops project and administrative systems including annual performance goals, metrics and initiatives, workplans, budgets, and other management and administrative responsibilities.

QUALIFICATIONS & EDUCATION.

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is usually performed in an office setting except for periodic outdoor surveys, site visits, and presentations to other entities.

Other Significant Facts

Tour of Duty: Monday–Friday, 8:00am–5:00pm Participation in evening meetings and occasional weekend meetings required.

Pay Plan, Series and Grade: MS-0301-15

Duration of Appointment: Management Supervisory Service (MSS), at-will appointment. All positions and appointments to the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotion Potential: No known promotion potential.

Position Designation: Security Sensitive (DPM Chapter 4, Suitability) This position is subject to enhanced suitability screening; verification of employment history, reference checks and degree/license, as applicable. The appointee to the position may be offered employment contingent upon receipt of a satisfactory enhanced suitability screening.

Collective Bargaining Unit (Union): This position is not covered under a collective bargaining unit.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

This position has been designated as an Emergency position under the provisions of District Personnel Manual Chapter 12. As such, your services may be required in emergency situations toss perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. Employees are designated as an emergency employee based on the nature and circumstances of a particularly declared emergency. An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation
