JOB DESCRIPTION

The Town of Scarborough is seeking a highly motivated and experienced full-time Deputy Planning Director to perform managerial, technical and administrative zoning and planning work within the Planning and Codes Department. This position plays a key role in interpreting, articulating, and enforcing zoning and land use ordinances, as well as applicable federal and state ordinances. Independence, initiative, analytical ability, resourcefulness, and strong follow through are essential to success in this role.

The Deputy Planning Director assists in the overall operation of the Planning and Codes Department and provides professional planning guidance to Town boards, staff, applicants, and the general public. This position directly supervises the Development Review Planner and assists the Director of Planning and Codes in developing and implementing policies and procedures designed to improve departmental efficiency and effectiveness, while promoting a collaborative work environment that emphasizes consensus building, problem-solving, and conflict resolution.

Responsibilities include reviewing development applications, preparing staff reports, staffing board meetings, coordinating with Code Enforcement, town inspectors, and other Town departments on development projects going through the Planning Board review. Provides technical assistance to the Director on Comprehensive Plan implementation, ordinance updates, planning studies or reports, presentations, long range planning, and related work. Serves as Town representative on committees as assigned.

The ideal candidate will have strong knowledge of municipal land use planning principles, zoning and development regulations, and the ability to read and interpret plans and design standards. Excellent written and verbal communication skills, the ability to work collaboratively with staff, officials, applicants, and the public, and proficiency with common computer applications and GIS are required. Availability to work evenings and weekends, as required. Candidates must possess a bachelor's degree in land-use planning, public administration, civil engineering, landscape architecture, landscape design, or a related field. Professional experience in planning and/or development design and review. A master's degree in planning or a related field is desirable but not required. Five years of progressively responsible experience in a complex municipal environment is preferred. An equivalent combination of experience, education, knowledge, skills and training may be considered at the discretion of the Town of Scarborough.
