The incumbent will enjoy working a 4/10 work schedule (Monday through Thursday), 7:30 am - 6:30 pm. with every Friday off! This position will receive a 4% cost of living adjustment effective July 1, 2026.

EXECUTIVE MANAGEMENT/EXEMPT
Under the administrative direction of the City Manager or designee, plans, organizes, manages, and directly participates in the operations of the Community Development Department, including building and safety, code enforcement, business licensing, economic development, housing, land use, and planning; participates as a member of the Executive Management Team and provides operational and policy support and advice on Community Development matters city-wide; Consistent with the City's organizational structure, the Community Development Manager is expected to perform a significant portion of professional-level planning, economic development, and project management work directly in addition to supervising staff and consultants.
SUPERVISION RECEIVED AND EXERCISED: Receives administrative and general policy direction from the City Manager or designee. Exercises direct supervision over service contractors and limited subordinate professional, and technical staff. May serve as Acting City Manager during the City Manager's absence, as designated by the City Manager or their designee.
CLASS CHARACTERISTICS: This management class is a single position class that establishes and maintains effective working relationships with department personnel, City Staff, Citizen Advisory Committees, City Council, and other governmental agencies. Successful performance of work requires an ability to communicate clearly and effectively both orally and in writing, including public speaking skills before large and small groups, supervise, plan, and coordinate the work of others. This classification is an "at will" position that is a member of the management employees who serve at the discretion of the City Manager.
JOB DESCRIPTION: Plans, organizes, directs, and actively carries out Community Development Department operations and activities, including building and safety, code enforcement, business licensing, economic development, housing, land use, and planning. Oversees advance and current planning activities; confers with developers, construction representatives, and property owners on proposed projects and recommends changes; interprets and resolves conflicting policies and standards concerning land use and building codes; organizes and supervises the preparation of current and advanced planning reports and studies, including land use, zoning, population, housing, and environmental impacts; review, modify, and approve agenda reports, zoning studies, variances, General Plan Elements and amendments, conditional use permits, and zoning code amendments.
Supervises, monitors, and assists the work of code enforcement and business licensing activities; guides and advises with interpretation and application of the City Code, California Building Codes, International Property Maintenance Codes, and City's Business Licensing program; resolve broad range of complex issues while maintaining harmonious public relations. Manages and personally participates in developing and implementing goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels in a small department; advises the City Council, Development and Circulation Committee, City Manager and others on planning issues; assembles necessary resources to solve a broad range of programmatic and service delivery problems in current and/or advanced planning.
Plans, directs, coordinates, and personally executes portions of the work plan for assigned staff and assigned contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and contractors to identify and resolve problems. Serves as Project Manager for major or large-scale projects including but not limited to master planned communities or specific plans; negotiates resolution of complex issues relating to a wide variety of policy and development proposals. Participates in the selection of Community Development Department personnel; provides or coordinates staff training and evaluations; works with employees to correct deficiencies; implements discipline and termination procedures. Monitors and manages housing set-aside programs, projects, and activities; prepares annual progress reports on housing element implementation and Regional Housing Needs Assessment (RHNA) objectives to California Housing and Community Development (HCD) and California Office of Planning and Research (OPR). Serves as Project Manager for major planning, policy, or regulatory and economic development initiatives, including zoning code updates, Housing Element updates, and discretionary permit applications; negotiates resolution of complex issues relating to various policy and development proposals. Participates in selecting Community Development Department personnel; provides or coordinates staff training and evaluations; works with employees to correct deficiencies; implements discipline and termination procedures. Responsible for the day-to-day implementation of the City's Economic Development Plan, including direct coordination with local businesses, implementation of priority action items, and ongoing monitoring of progress. Oversees, directly prepares, and participates in the development and administration of the Community Development Department's annual budget; participates in the forecast of funds needed for staffing, department contracts, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments. Researches, analyzes, prepares and presents reports and Ordinances to the City Council, Development and Circulation Committee, public groups, and City staff regarding regional and local planning issues.
Coordinates the preparation and proofreading of agendas, agenda reports, and minutes for the City Council, Boards, Commissions, and other committees, as appropriate. Makes decisions within specified limits regarding land use and zoning matters; ensures proper administration of the City's zoning and related codes. Attends and participates in professional group meetings and conferences; maintains awareness of new trends and developments in the urban planning field and community development matters, including legislation, court rulings, and professional practices and techniques; evaluates their impact on City operations and recommends policy and procedural improvements. Confers with personnel from other departments and agencies in carrying out assignments; represents the City effectively in meetings with commissions, community groups, governmental bodies, the media, the public, and applicants; meets with professionals, citizens, and organizations to encourage action or resolve problems related to division work activities and projects.
