JOB DESCRIPTION

To coordinate the administrative elements of various boards staffed by the Community Development Department, including, but not limited to, the Planning & Zoning Commission and Board of Zoning Adjustment. Performs a wide variety of complex administrative duties under the direction of the Community Development Director. Consistently use initiative and independent judgment in the analysis and application of prescribed policies, procedures, and methods.

Required Knowledge, Skills, and Abilities:

  • Regular and predictable attendance as agreed upon with supervisor. Maintain a positive work atmosphere by acting and communicating in a manner that gets along with customers, coworkers, and managers.
  • Participate in and coordinate the administrative functions of a large municipal department and its related elected/appointed boards and committees. Act as liaison between the department, boards, committees, and residents.
  • Attend Planning and Zoning Commission and Board of Zoning Adjustment meetings as staff representative to the Board of Aldermen. Compose Requests for Board Action, ordinances, and resolutions. Provide staff review and reports as needed. Manage overall board/committee operations; develop work procedures and advise supervisors of problem situations.
  • Coordinate dangerous buildings hearings and transfers of properties and deeds, maintaining open communication channels for all parties.
  • Lead the Joint Review Committee for all commercial development projects and serve as the point of contact both internally and externally for all projects.
  • Provide zoning verification for properties as requested by developers/owners. Review and approve development and construction plans to ensure they comply with zoning requirements. Use education and training to analyze and make decisions in varying circumstances.
  • Review and approve applications and issuance of various permits, including sign permits pertinent to the department's function; collect fees if applicable, and maintain associated records.
  • Respond tactfully to residents' complaints. Provide customer service by answering questions via phone, email or in person; interpret and provide information relative to City codes and ordinances, policies and procedures. Refer customers to appropriate source as needed.
  • Handle complex administrative issues that may initially be received by other departmental staff, referring technical operating issues to the director or appropriate staff member.
  • Establish, create and maintain documents, records and files. Prepare necessary administrative documents to ensure the timely and accurate processing of the department's business functions for related elected/appointed boards and committees including, but not limited to, requisitions, invoices, budget transfers, supporting documentation, etc. Maintain confidentiality of information and departmental plans within guidelines of public disclosure.
  • Perform related duties and responsibilities as required.
  • Schedule meetings and secure conference rooms; prepare agendas and supportive materials; attend meetings; take minutes; implement and follow up on decisions made at meetings.
  • Develop recommendations for changes in office procedures, review department management, and oversee implementation.
  • Draft and prepare reports, statistics, correspondence, news announcements, and other materials for the department, committees, and state agencies as required. Maintain boards and commissions web pages and news announcements. Compile data for the annual board budget and City reports.

Experience:

  • Five years of responsible experience in professional planning, office experience, or any equivalent combination of education, training, and experience. Municipal experience is highly desired. Equivalent to a bachelor's degree in business, urban planning, public administration, or a related field from an accredited college or university.

  • Physical Requirements: Maintaining physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity; adequate eyesight, hearing, and speech required; may be necessary to operate assigned vehicle.
  • Working Conditions: This position requires availability for emergency response during evenings, weekends, and holidays. Work is performed in both office and field environments, sometimes under adverse weather and hazardous conditions. The Director may be required to serve on-call during emergency incidents and large-scale city events.
