JOB DESCRIPTION

Position Type: Full-time; Exempt

Starting Pay Range: $73,651-$91,981 annually

Starting Pay Rate: Commensurate on qualifications.

Open until Filled. Review of applications upon receipt.

Performs difficult professional and technical work managing the City's planning program, assembling and analyzing social, economic and other data for City planning activities, preparing short- and long-range planning documents, supervising and assisting the City's land use planning staff in the processing of land use and zoning applications and requests, preparing documentation for relevant boards and commissions, maintaining case files and related work as apparent or assigned. Work performed under the limited direction of the Deputy Development Services Director. Supervision is exercised over the Land Development Administrators.

This work is sedentary and requires little to no exertion of force; work regularly requires speaking or hearing, frequent using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; worker has occasional exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and exposure to fumes or airborne particles; work is generally in a moderately noisy location.

Essential Functions:

  • Manages the City's planning program and supervises assigned planning staff.
  • Assists with the recruitment and selection of planning personnel; assigns, directs, trains and inspects the work of departmental staff; evaluates staff performance.
  • Prepares planning documents and regulations which reflect modern trends and practices in urban planning and presents such documents and regulations to group or public audiences.
  • Provides information and advice to architects, engineers, property owners, developers, realtors and the general public regarding the City's planning program.
  • Serves as staff to the City's Planning Commission, Board of Zoning Appeals, Historic Zoning Commission and Downtown Design Review Board, providing professional advice, research, guidance and assistance on various Department related issues, projects and applications submitted for review.
  • Enforces the City's zoning ordinance, subdivision regulations and other planning-related ordinances, codes and regulations, and maintains case files.
  • Researches and prepares amendments to planning-related ordinances, codes and regulations.
  • Prepares various reports on short- and long-range planning issues related to City issues. Knowledge, Skills and Abilities

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of the principles and practice of urban planning in municipal government;
  • thorough knowledge of state enabling legislation, municipal ordinances, codes and regulations applicable to planning; thorough knowledge and skill in the use of geographic information systems (G.I.S.);
  • ability to apply situational reasoning by exercising judgment, decisiveness and creativity in situations involving the evaluation of information against sensory or judgmental criteria;
  • ability to apply functional reasoning within influence systems such as those associated with supervision, managing, leading, teaching, directing and controlling;
  • ability to assemble, analyze and evaluate data pertinent to routine and complex planning issues;
  • ability to interpret and enforce municipal ordinances, codes and regulations tactfully, firmly and impartially;
  • ability to communicate ideas clearly and concisely, both orally and in writing;
  • ability to plan and supervise the work of subordinates;
  • ability to make arithmetic computations;
  • ability to compute rates, ratios and percentages;
  • ability to perform geometry, algebra and trigonometry calculations;
  • ability to establish and maintain effective working relationship with government officials, the development community, associates and the general public.

Education and Experience:

  • Bachelor's degree in urban planning, public administration or related field. Master's degree preferred.
  • Extensive experience in professional planning, managing projects and programs, preferably in municipal government.
  • AICP Certification preferred.
  • Considerable supervisory experience, or equivalent combination of education and experience.

Special Requirements:

  • Possession of driver's license valid in State of TN.
