The Principal Transit Planner leads the City's transit program, including coordinating Scottsdale's participation in Valley Metro and Phoenix regional transit programs; administration of the City's own trolley program; and planning for future transit needs. The position performs work of an administrative and technical nature in the Transportation & Infrastructure Department.
Anticipated starting salary for this position may be up to mid-point depending on candidate's experience and internal equity. The full salary range is listed above and mid-point for this position is $57.97/hour or $120,536.00/annually.

Minimum Qualifications:
Education and Experience:
- Bachelor's Degree in Transportation Planning, Municipal Planning, Business or Public Administration from an accredited educational institution, or a degree related to the core functions of this position.
- Seven years of professional level experience in Transit, Transportation or Urban Planning, or closely related field.
- Must have at least three years of Supervisory experience.
- Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
Licensing, Certifications, and Other Requirements
- Must possess, at time of application, and maintain a valid, unrestricted driver's license with no major citations within the past 36 months prior to the start date. The Arizona Motor Vehicle Department requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona. Note: Graduated Driver's Licenses are considered restricted.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to do remote work.
Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.
Essential Functions
Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
- Accesses the Computer Aided Dispatch/Automated Vehicle Locator System (CAD/AVL) and HASTUS software through the City of Phoenix network and must undergo a background check with satisfactory results every three to five years in accordance with the agreement with City of Phoenix.
- Leads Transit service planning ]initiatives by managing major route changes and scheduling adjustments.
- Prepares and presents clear and concise oral and written reports to City Boards and Commissions, City Council, citizens, public agencies, and private entities.
- Oversees operations for the Scottsdale Trolley Circulator and coordinates with contractors on schedules, layover and turnaround requirements, as well as event and detour planning.
- Plans, and organizes the transit program including systems, networks, routes, scheduling, analyses, and data collection.
- Performs all contract administration responsibilities, including development of contract specifications, solicitation, and contract quality assurance and performance verification, for the contract for operation of the city's trolley system.
- Supervises employees and coordinates personnel-related activities including, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals and writing performance evaluations.
- Performs requirements related to obtaining, monitoring and administering federal grants for transit operations.
- Presents transit operational updates, planning and proposals to the Transportation Commission for information and action.
- Ensures consistency, safety, and efficiency in the Transit System.
- Participates in the planning, development and implementation of the 5-Year Capital Improvement Plan, develops capital projects for transit centers and other capital assets related to the transit program.
- Works closely with other departments and divisions on transit matters.
- Drives a motor vehicle to remote offsite meetings and offsite locations.
- Provides transit-related assistance to the community.
