General Description:
The purpose of this class within the organization is to provide technical, administrative, and planning related support for the Planning Department.
Essential Functions:
- Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
- Conducts economic, demographic, housing, and land use-related studies, projects, analyses, and forecasts. Research various topics in Planning, including surveying practices of other communities, and draft reports for the review of the Planning Director.
- Make presentations to the City Council, Planning Commission, Board of Zoning Appeals, and Historic Zoning Commission, as needed.
- Supports long-range planning efforts by developing, implementing and tracking long-range plans, comprehensive plans, master plans, corridor studies, zoning text and map amendments, subdivision regulations, design guidelines and other similar documents and regulatory controls.
- Forecasts and identifies future planning and growth management deficiencies, trends, and problems.
- Evaluates impacts to proposed planning objectives. Assists in development of planning recommendations and outcomes.
- Works on other special projects as assigned by the Assistant Planning Director or Planning Director.
- Reviews preliminary and final plats, site plans, and architectural elevations for compliance with the City's Subdivision Regulations, Zoning Ordinance, and Design Guidelines.
- Assists customers in interpreting the Zoning Ordinance for his/her needs.
- Prepares legal notices and notifies the public of public hearings for Planning Commission and City Council meetings regarding rezoning and annexation of property.
- Researches and compiles information gathered from other departments to prepare an annexation study of property being requested for annexation.
- Generates maps using GIS software for both current and long-range planning functions.
- Answer phone calls from citizens with questions about zoning of property, zoning violations, and flood hazard areas.
- Works with Development services and Economic Development when needed.
- Provides customer service at the front counter when needed.
- Must be able to meet tight deadlines.
- Must be able to manage project groups consisting of all levels of the organization.
- Able to communicate clear and concise expectations in group settings.
- Able to set direction and delegate responsibilities when working with large groups.
Additional Duties:
Performs other work as assigned.
Physical Demands:
Work is typically performed standing, walking, and sitting; however, bending, stooping, reaching, climbing stairs, traversing rough and uneven terrain, and lifting objects weighing up to fifty (50) pounds is required on an intermittent basis.
Minimum Education and Experience Requirements:
Bachelor's degree in relevant field of study required. Bachelor's or master's degree in Urban Planning or Public Administration preferred.
Three (3) years of experience Urban Planning required.
Special Certifications and Licenses:
Must have a valid driver's license.
AICP certification preferred.
